Operation&Maintenance Plan Raleigh Regional Office
Goals and Objectives:
To address and reduce potential pollutants that may enter the Town's MS4 or Surface Waters of the
State, and to provide necessary maintenance to the Town's existing storm drainage network.

Storm Drainage System Cleaning
1. The cleaning of Town maintained storm drainage conveyances will be handled on an as needed
basis, depending upon the condition and cleanliness of catch basins, inlets, and outfalls.
2. If storm drainage needs cleaning because it has the potential to contribute to stormwater
pollution or cause flooding,the supervisor and Director of Public Works will be notified by
Stormwater staff, and a work order will be assigned in the Town's Work Order software.
Operations staff will be responsible for ensuring all prescribed maintenance included in the work
order is completed in a timely manner.
3. The Operations supervisor is responsible for storm drain cleaning activities and will log the
quantity of storm drainage maintained within the Towns work order software.This software will
be used to track annual metrics for MS4 permit compliance.
Street Sweeping
1. Street sweeping is handled by a third-party contractor.
2. This contract is renewed annually, and covers all Town owned and operated streets.
3. Each street within the Towns corporate limits will be swept once a month,with additional
sweeps being conducted prior to Town events or celebrations.
4. Milage totals collected by street sweeping operations will be documented and included as part
of the annual MS4 assessment report.
Inspection
1. The inspection of storm drainage conveyances shall be conducted routinely as part of the Towns
Stormwater Infrastructure Inspection Program (SIIP)
2. 20%of the Towns owned and operated stormwater infrastructure will be inspected annually,
with the goal of reaching 100% by the end of the 5-year MS4 permit cycle.
3. In addition to this SIPP, storm drainage infrastructure will be inspected on an as needed basis,
dependent upon issues observed by staff,or reported by residents.

4. Any maintenance issues discovered during an inspection will be documented by Stormwater
staff and forwarded to Operations for remediation.
Storm Drainage Outfall Maintenance
1. As part of the SIIP and Dry Weather Outfall Screening Program, Stormwater staff will annually
inspect all major outfalls owned and operated by the Town.
2. Inspectors will report any potential Illicit Discharge/Illegal Connections to the Stormwater
Program Manager,their supervisor,or stormwater hotline upon detection.
3- Any outfalls that are deemed in need of repair or maintenance during dry weather screenings by
Stormwater staff will be referred to Operations for repair.
4. Dump sites or other potential sources of runoff pollution discovered during outfall maintenance
should be reported to their supervisor for immediate removal or remediation.
