Unauthorized discharge from NPDES Industrial facility. Environmental Impacts: Minimal foam observed in stream at the time of our inspection. Immediate remediation/ Eliminate discharge,remove all pipes/hoses currently conveying flow offsite. Containment Measure: Educate drivers/operators on correct procedures. Recommended Minimal mitigation options available,plant manager did contact HAZMAT group to Cleanup: determine options for further remediation. Mgt.:(919)-733-3300 National Response Ctr.(800)-424-8802 DEQ(919)-791-4200 Fire Department:(919)-217-2270 DEMLR:(919)-707-9236 Raleigh Utilities:(919)-996-3245 Code Compliance:(919)-217-2248 3ofa Town of Knightdale,NC Narrative: I received a report indicating the presence of suds I foam in a stream behind the Merritt Hinton Oaks Development.The discharge was traced upstream,where a hose was observed actively discharging waste/wash water from the neighboring Thomas Concrete Plant Flow appeared to be clear/greyish in hue and had created a significant formation of foam&suds at the base of the slope. We immediately flagged down the nearest site personnel,who contacted the main office Plant Manager,Mr. Bobby Corn. Bobby was able to eliminate the discharge and explained that this system contained "recycled clean water"being pumped from their main collection pit.This hose was typically used to wash down the surrounding work area,before draining back towards the interior of the site. At this point the discharge has ceased,but we informed Bobby we would need to circle back to our vehicles and meet back at the plant office to inspect their NPDES Permit book. When we reached the office,Bobby informed us that the area supervisor was on the way to evaluate the current site conditions. While we waited for his arrival,Dylan and I looked through the NPDES book,which revealed some deficiencies with the current inspections and overall record keeping. Bout 20 minutes passed before Mr, Sherwood Turner arrived to discuss the offsite discharge. He informed us that no water should have been directed offsite,and that that is not their current operating policy or procedure.Mr.Turner was able to get his group to remove the pipe and hose system from that area and was in touch with a cleanup crew to determine if downstream mitigation was possible. Being that the discharge was eliminated,and all discharge components were relocated,the towns investigation was closed. This report along with photos captured during our investigation will be forwarded to the NCDEQ NPDES program for further follow-up. Reported to NCDEQ on 12-9-2022,with no response recieved.
