The daily maximum effluent limit for Ammonia Nitrogen in the summer months (April 1-October 31) was changed from 11 mg/L to 10.5 mg/L based on the IWC calculations and 2016 NH3 guidance document. The change can be found in Part I. A. (1.). Does permit need TRC limits/footnote? No – Already present in permit. Does permit have toxicity testing? No – not a complex wastestream Does permit have any Special Conditions? Yes – Nutrient Reopener for High Rock Lake Does permit have instream monitoring? No New expiration date: Nov 30, 2028 FACILITY SUMMARY The Yadkin County Board of Education operates a 100% domestic wastewater treatment plant for an estimated 1,168 residents. The Starmount High School WWTP is a minor facility (flow < 1 MGD) with a design capacity and permitted wastewater discharge of 0.026 MGD. The original NPDES permit for this facility was issued in December 1987. This facility utilizes the following treatment components: • Bar screen • 8,000-gallon equalization basin • Two 13,000-gallon aeration basins with submerged diffusers • Two 64-ft2 clarifiers with air lift sludge pumps • UV disinfection system • 1,800-gallon backup tablet chlorination/dechlorination unit Fact Sheet for Permit Renewal Sept 2023 - NPDES Permit NC0070459 - Page 2 • Dual aerobic sludge storage tanks • Flow meter RENEWAL SUMMARY This renewal contains the following changes: • Updated eDMR language for electronic data submission in Part I. A. (3). • Updated the daily maximum effluent limit for Ammonia Nitrogen for the summer months (April 1 – October 31) based on the IWC calculations and 2016 NH3 guidance document. The daily maximum summer limit for Ammonia Nitrogen will be 10.5 mg/L. The changes can be found in Part I. A. (1.). COMPLIANCE HISTORY Starmount High School WWTP has had no reported enforcements since 2015. The facility has been issued one NOD for an Ammonia Nitrogen limit violation in 2019 and two NOVs for fecal coliform limit violations in 2021, since the permit went into effect in January 2019. Most recent inspection (May 2023) showed the facility to be in compliance. The inspector noted that the WWTP appeared to be well operated and maintained.
