Hi Erin,
My apologies, I see what you are saying. The totals should reflect the revised impacts or "new
totals" per your mark up. The language in the first paragraph should be the same as in
Condition 1 below:
1. All the authorized activities and conditions associated with the original Water Quality
Certification dated December 2, 2019, revised on September 21, 2020, and revised
again on October 22, 2021,
still apply except where superseded by this Certification. [15A NCAC 02H.0506(b)(3)
and (c)(3)]
I'll make the changes and re -issue next week if that works for you. I'll send you a draft of my
changes later today. Thanks.

Subject: 1-485 Express Lanes (1-5507) 401 Question
Hi Dave,
Thanks for the recent 401 verification for 1-5507! 1 have a couple of questions for you that may potentially require
revisions.
1. The table displays the previous impact numbers, and the new impact numbers for each of the 6 modified
sites. However, the bottom row totals the old numbers and the new numbers together, which makes it appear
like each site has way more impacts that it does. Should the totals be just either the updated/revised impact
numbers to reflect the amount being authorized at each site, or the difference in impacts instead? See attached
markup from WSP.
2. The introductory paragraph notes that this 401 authorization replaces the original, though it does not reference
all the permit sites. Perhaps this is an unnecessary semantics comment, but the last couple of 401s stated that
they were authorizing the modifications, not that they replaced the previous ones. Is this worth updating as
well, or does it matter?
Let me know if you have any questions, thanks!
