Hi Lon,
In this case, the UST Section State Lead program is the applicant/permittee/well owner while the property owner is Bank
of America. The UST State Lead is conducting assessment on the property owned by Bank of America for Bank of
America. Because bank of America is not RP, so is not the applicant or well oner. Do you think I can issue the permit
without property owner's signature on the application for this case? It seems to be OK to me, especially a verbal
approval has been obtained.
Please correct me, Scott, if I stated anything wrong.
I copied Eric, as he may have already encountered the same situation.

Hi shooting, in this particular case the property owner does on the source area property. The property is a nation's Bank
outlet and the local manager gave me a verbal approval so that we didn't have to go through corporate in Charlotte
which would have taken forever so we're not going to have a written access agreement. Hopefully me telling you that I
have verbal approval to do the work will suffice for anything that you might need because if I have to go to the
corporate office the bank in America is going to take before I retire in order to get that paperwork back.

These MWs are not being installed on property not owned by the well owner. They are being installed on the source
property so a permit should not be required.

Greg,
I understand that Scott has received a verbal approval. However, generally, a signed access agreement is required to
issue a permit for installation of any monitoring wells on property not owned by the well owner. We need to know why
there won't be a signed access agreement for this site.
Again, if you can get the access agreement signed someday next week, we still should be able to issue you a permit
before October 9, 2023, the day you planned to begin construction.
