An occasional no flow report does not carry a negative connotation. Most facilities occasionally have a "no flow', depending upon when rain
events happen. The key on your end is to make sure that you collect samples as early in the sampling period as possible—at the first qualifying
event.

I appreciate your quick response.The Certificate of Coverage number is NCG081012. Does reporting "no flow/ no qualifying event" place us in

Hello Ms. Fleming:
First, please reply back to this email and verify the Certificate of Coverage number for your referenced stormwater discharge permit.
Second, rather than sampling as you proposed, if there is not a measurable rain event between now and the end of the quarter, I would rather
you report"no flow/ no qualifying event" on the DMR for this quarter, and sample as early as possible in the next quarter to avoid another
missed monitoring period.

I recently asked to be able to sample with a variant given to the 72 hour rain requirement due to consistent rain events and I was granted a 48
hour timeframe between rain events per Jeffery Chandler. Then it decided not to rain again during working hours. I am out of town Wednesday
&Thursday of this week with Friday being the last day in the 3rd quarter. In the past I have been allowed, with your approval, to pull samples
from Outfall 002 due to constant flow due to ground water contributions at this outfall. If there is not a measurable rain event before Friday,
will this option of dry weather flows be allowed and considered adequate for the 3rd quarter reporting?Thank you for your considerations.
