Ryan and Eric,
This is an update in reference to the sediment loss that occurred on Friday August 11, 2023 on project 1-3306A (DWR
Project # 20220880) in Orange County at Permit Site 21A. Even though the loss was not substantial, it was estimated to
be more than a five -gallon bucket which prompted an immediate site visit by Della Moore to begin supervising the
sediment removal process utilizing the guidelines for sediment removal. Approximately 2 five -gallon buckets of
sediment deposited in a stream (Old Field Creek) with approximately 3 five -gallon buckets of sediment deposited along
the stream banks (see attached pictures). Once the site had been restored (see pictures), efforts were concentrated on
what caused the loss.
The sediment reached the stream due to dewatering of the work area to an 18"CMP that eventually discharged to the
jurisdictional stream. As we discussed earlier, proper dewatering of the work area is a significant challenge on this
project due to most of the work occurring in the median between the west and east bound lanes of 1-40/85. Evidently,
water was discharged through the CMP without being properly treated. A meeting was held the following Monday
(August 14, 2023) to address the issues and discuss how to prevent any future mishaps. In attendance at the meeting
were the following:

After the collection of information and thorough discussion of the issues, it was decided that the following guidelines
would be implemented:
• A level II Technician would always be present when working near any permitted site.
• Permitted sites would be better identified.
• Any unclean water would receive treatment by ultimately going through a silt bag or skimmer basin before
releasing.
• Orange safety fencing would be placed around all permitted sites where feasible.
• Outlet protections would be improved and better monitored.
• Improved communication between equipment operators and onsite project managers
• Additional training for erosion control technicians
• Potential shutting down of project if future infractions occur.

Jerry,
Thank you for the sediment loss reported late Friday night.
As you mentioned, clean-up efforts were initiated on -site last week due to incorrect dewatering activities and a follow
up meeting is scheduled for later Today.
Please provide the DWR Project/Permit Number associated with this incident, photo documentation and a site map
depicting the approximate location on -site. Please provide updates on the restoration efforts and estimated quantify of
sediment loss as they are available.
