Dear Mr. Dowden,
Covation Biomaterials LLC ("CovationBio") owns and operates the Kinston Site which produces Sorona®
polymer pellets. The Kinston Site currently operates under the National Pollutant Discharge Elimination
System ("NPDES") Permit No. NC0003760 issued by the North Carolina Department of Environmental
Quality ("NCDEQ") Division of Water Resources ("DWR") on December 12, 2018. CovationBio submitted
additional information for the NPDES Wastewater Permit Renewal to the DWR on November 10, 2022, in
response to correspondences received from the DWR on July 15, 2022 and August 5, 2022.
As stated in the response on November 10, 2022, plans were being made to abandon monitoring well
MW-19 from the list of requested samples as this well was damaged by a fallen tree and is not available
for sampling. Parratt-Wolff, Inc. was contracted to complete the abandonment of MW-19 on May 22, 2023.
Also as stated in the response, samples were unable to be collected, during the August 2022 sampling
event, at Outfalls 008, 009, 010, 011, and 012 due to abnormally dry conditions. On October 26, 2022, the
DWR and CovationBio agreed that these outfalls would be sampled and analyzed for Perfluoroalkyl and
Polyfluoroalkyl Substances ("PFAS") when conditions permitted. Following rain events, samples were
able to be collected at these outfalls on May 28, 2023 and May 31, 2023.
A copy of the well abandonment record prepared and submitted to DWR by Parratt-Wolff Inc. and the
sampling report prepared by Parsons Environment & Infrastructure Group Inc. which includes the
laboratory analyses are enclosed. The low concentrations of PFAS constituents that were detected are
not indicative of a specific source located at the Kinston Site. We look forward to continuing to work
with the DWR.

INTRODUCTION
1.0 INTRODUCTION
This report documents the 2023 wastewater sampling conducted at the Covation
Biomaterials LLC (CovationBio) Kinston Site located in Grifton, North Carolina. The
sampling was conducted in response to a letter from the North Carolina Department of
Environmental Quality (NCDEQ) dated July 14, 2022, in which the NCDEQ requested
additional sampling to support the renewal of the site's National Pollutant Discharge
Elimination System (NPDES) permit (NC0003760).
Most of the samples requested by NCDEQ were collected in August and September
2022. However, due to equipment failures and dry weather, samples could not be
collected from five of the requested sample locations (Outfalls 008, 009, 010, 011, and
012). Automated samplers were re -deployed at these locations on May 26, 2023 in
order to collect the five samples.
1.1 Site Location and Background
The approximately 650-acre Site is located in Lenoir County on Highway 11,
approximately 11 miles northeast of Kinston, North Carolina. It is bordered by the Neuse
River on the south and southeast, North Carolina Highway 11 on the north and
northwest, and farmland on the north, northeast, and southwest (Figure 1). A small
community of about 19 houses lies southwest of the Site along Highway 11.
The manufacturing plant (formerly owned and operated by DuPont Industrial
Biosciences USA, LLC [DuPont]), opened in 1953 and was initially used to manufacture
Dacron° polyester resin and fibers. In 2008, the facility began manufacturing Sorona° (a
bio-based polymer). In June 2022, DuPont transferred ownership of the site to
CovationBio.
1.2 Scope of Work
Samples were collected at five wastewater outfalls (008, 009, 010, 011, and 012) as
shown on Figure 2. The samples were submitted to Enthalpy Analytical (Enthalpy) in in
Wilmington, North Carolina for laboratory analyses of the 14 per- and polyfluoroalkyl
substances (PFAS) listed below using the Enthalpy Standard Operating Procedure
EU047 which is an isotope dilution method based upon the USEPA draft method 1633.

PROCEDURES
2.0 PROCEDURES
This section presents the procedures used to collect the samples and describes quality
assurance and quality control (QA/QC) samples that were collected.
2.1 Sampling Procedures
Automated samplers with flow sensors were deployed on May 26, 2023 at the following
locations to obtain samples when flow was present: Outfalls 008, 009, 010, 011 and 012.
A subsequent storm event occurred resulting in sufficient flow to trigger the samplers at
these outfalls.
Samples were collected into a lined intermediate sample bottle inside the sampler and
subsequently transferred to the lab provided sample bottles and placed on ice to
maintain the samples at a cool temperature (approximately 40C ± 2°C) from the time of
collection until the coolers arrived at the laboratory. Each individual sample container
was sealed according to laboratory specifications prior to being placed in the cooler. The
ice was placed in a heavy-duty plastic bag which was directly in contact with the sample
containers. Clean, disposable gloves were worn during the handling of all samples and
sampling devices.
2.1.1 Field Quality Control Samples
A field duplicate sample was collected to evaluate the precision of the field sampling
procedures. The duplicate sample was collected by alternately filling sample containers
with the same sampling device/method at the same location for each parameter. The
duplicate sample was then transported to the laboratory and analyzed for the same
parameters as the primary samples.
A rinse blank sample was used to identify potential sources of cross -contamination. The
rinse blank sample was prepared by passing analyte-free, organic -free water over or
through the sample collection device and into a sample container and preserving it as
appropriate. All blank samples were handled, transported, and analyzed in the same
manner as the actual field samples.

3.0 RESULTS
Wastewater samples were collected as part of the NPDES permit application sampling
event in May of 2023. This section describes the results of the sample analyses.
3.1 Analysis Method
During the initial PFAS sampling event in 2022, Enthalpy was not accredited to perform
USEPA Draft Method 1633. Samples were analyzed for PFAS using Enthalpy's
Standard Operating Procedure (SOP) Method EU047, which is an isotope dilution
method based on USEPA Draft Method 1633. Enthalpy was accredited by the American
National Standards Institute (ANSI) National Accreditation Board to the Department of
Defense (DoD) Quality Systems Manual (QSM) 5.4 for SOP Method EU047.
Enthalpy has since obtained the DoD-ELAP accreditation for USEPA Draft Method 1633.
During the PFAS sampling event in 2023, samples were analyzed for PFAS using the
accredited method. However, the data produced using this method had significantly
elevated detection limits due to the presence of solids (turbidity) in the samples and the
inflexibility of the accreditation. The accreditation does not allow for method
modifications to address the presence of solids despite the allowance for modifications
being written into USEPA Draft Method 1633. To obtain lower detection limits, the
samples were reanalyzed using the isotope dilution method utilized previously. The re-
analysis could not be performed within the 28-day hold time. As discussed in more
detail below, this resulted in flags being added to the data, but it does not impact the
usability of the results.
3.2 Data Validation
Analytical results from these samples were validated and reviewed by Parsons for
usability with respect to the following requirements:
■ National Functional Guidelines for Organic Superfund Methods Data Review,
USEPA 540-R-20-005, November 2020; and
■ Analytical methodologies.
As previously mentioned, the analytical laboratory for this project was Enthalpy
Analytical (Enthalpy) in Wilmington, North Carolina. This laboratory is certified to conduct
project analyses through the National Environmental Laboratory Accreditation Program
(NELAP) and the NCDEQ.
The project samples that were collected from the Kinston site were contained within
sample delivery group (SDG) 0623-714B. All of these samples were properly preserved,
shipped under a Chain of Custody (COC) record, and received intact by the analytical
laboratory. The samples collected from the site were analyzed for per- and
polyfluoroalkyl substances (PFAS) using the Enthalpy SOP EU047 which is an isotope
dilution method based upon the USEPA draft method 1633.
Data review has been completed for data packages generated by Enthalpy containing
analytical results for the project samples collected from the site. Data validation was
performed for all samples in accordance with the analytical methodologies. The following
items were reviewed for compliancy in the laboratory analyses:

These items were considered acceptable and compliant with the data validation
protocols and did not affect project sample results or change laboratory data
qualifications with the exception of the following:
■ The detected PFPeA results in samples WW2023-OF-010, WW2023-OF-009,
and WW2023-OF-008 were considered estimated, possibly biased high, and
qualified "J+" based upon a high surrogate recovery (267%R, 216.6%R, and
200.1 %R, respectively; QC limit 20-150%R).
■ PFAS results for all samples were estimated with positive results qualified "J" and
nondetected results qualified "W" based upon the exceedance of the 28-day
extraction holding time by nine to twelve days.
The sample data presented by Enthalpy were considered 100% complete (i.e., usable).
3.3 Analytical Results
As shown on Table 1, relatively low concentrations of various PFAS constituents were
detected in all five wastewater outfalls. The concentrations were similar to the results
collected in 2022 (also presented on Table 1). The low and relatively universal nature of
the detections are suggestive of potential background conditions and do not indicate a
specific source located on the site.

Charles Pace collected the samples on May 28th and 31st of 2023 and relinquished them via
courier for shipment to Enthalpy Analytical, LLC on June 1, 2023. Summer Banning received the
samples on June 01, 2023 at 3.4 'C. The samples were received in good condition.
Prior to, during, and after analysis, the samples were kept under lock with access only to
authorized personnel by Enthalpy Analytical, LLC.

2. Methods and Analytes

3. Analysis
The samples were analyzed using Waters Acquity UPLC equipped with Xevo TQ MS (LC/MS/
MS "Pippin").
For aqueous samples with an observable amount of PM in the sample container a total
suspended solids (TSS) test is performed to determine PM content is >_ 50mg. After
homogenizing and allowing to settle, unless otherwise indicated by a screening analysis, the
sample is measured gravimetrically and spiked with extraction standards (ES). Sample pH is
verified to be 6.5 ± 0.5, adjusted with 5% formic acid or 3% NH4OH as needed. Each sample is
extracted via SPE, transferred to a clean collection tube, spiked with internal standard (IS), and
vortex prior to analysis.

4. Calibration
Except where noted below, the reported analytes exhibited R A 2 of >_ 0.99. The reported analytes
in the calibration standards, continuing calibration (concal) and Initial Calibration Verification
(ICV) met the accuracy criterion for native analytes.
HFPO-DA was recovered above the upper acceptance limit in the instrument sensitivity check
and the closing CCV. As this analyte was not detected in any samples, the data were accepted
as is.
5. QC Notes
Except where noted below, the QC sample analyses passed all method criteria.
QC samples that did not meet method acceptance criteria were:
HFPO-DA had an RPD in the MS and MSD that exceeded the upper limit of 30%. This analyte
was not detected in the parent sample, so no action was required.
The ion ratios for all compounds were within tolerance.
The samples were extracted within the 28-day from collection holding time and analyzed within
the 28-day from extraction to analysis holding time required by the method.

ENTHALPY
ANALYTICAL
The following are general reporting notes that are applicable to all Enthalpy Analytical, LLC -
Wilmington, NC data reports, unless specifically noted otherwise.
General Data Qualifiers
• B — The analyte was found in the method blank, at a concentration that was at least 10% of the
amount in the sample.
• Cxx — Two or more congeners co -elute. In EDDs, C denotes the lowest IUPAC congener in a co -
elution group and additional co-eluters for the group (`xx') are shown with the number of the
lowest IUPAC co-eluter.
• E — The reported concentration exceeds the calibration range (upper point of the calibration
curve). For HRMS data, this condition does not imply additional measurement uncertainty. For
LC-MS/MS data, these values should be considered as having measurement uncertainty higher
than values within the calibration range.
• EDL — Estimated Detection Level: The EDL is unique to isotope dilution methods and reflects
the conditions of analysis at the time of analysis, including the equipment used. Where the MDL
is a static value, the EDL is a dynamic value.
• EMPC — Estimated Maximum Possible Concentration: EMPC is specific to Dioxin/Furan tests to
indicate the determined ion -abundance ratio was outside the allowed theoretical range (usually
due to being near the detection limit, although it can very rarely be caused by a co -eluting
interference). The EMPC concentration is adjusted to reflect the value at the theoretical ion -
abundance ratio.
• IR — The ion ratio between the primary and secondary ions was observed to be outside the
method criteria. The analyte concentration may be inaccurate due to interference.
• J — The analyte has a concentration below the minimum calibration level (LOQ value) but greater
than the LOD. These values should be considered as having measurement uncertainty higher than
values within the calibration range
• L - Indicates that an analyte has a concentration below the Minimum Detection Limit (MDL).
The reported concentration is not recommended for regulatory use as the analyte signal may have
a signal-to-noise ratio less than the criteria deemed necessary to be considered a detected analyte.
• LOD — Limit of Detection: For reports conforming to the DOD ELAP QSM, this is the QSM-
defined LOD. For reports conforming to TNI requirements (but not DOD ELAP QSM
requirements), this value is the minimum detection limit (MDL). The LOD is adjusted for sample
weight or volume.
• LOQ — Limit of Quantitation: For reports conforming to the DOD ELAP QSM, this is the QSM-
defined LOQ. For reports conforming to TNI requirements (but not DOD ELAP QSM
requirements), this value is the reporting limit (RL). The LOQ is adjusted for sample weight or
volume.

• <LOQQ — Analyte was not found at a concentration high enough to be reported as above the
QSM-defined LOQ or TNI defined Reporting Limit. It is reported as less than the LOQ, and the
LOQ is given in the parentheses.
• ND — Indicates a non -detect.
• NR — Indicates a value that is not reportable due to issues observed in sample preparation or
analysis.
• PR — The associated congener(s) is(are) poorly resolved.
• QI — Indicates the presence of a quantitative interference.
• RL — Reporting Limit. Lowest reportable value. The level is higher than the MDL.
• SI — Denotes "Single Ion Mode" and is utilized for PCBs where the secondary ion trace has a
significantly elevated noise level due to background PFK. Responses for such peaks are
calculated using an EMPC approach based solely on the primary ion area(s) and may be
considered estimates.
• U — The analyte was not detected.
• V / Q — The labeled standard recovery is not within method control limits.
• X — Indicates the result is from re-injection/repeat/second-column analysis.
Lab Identifiers/ Data Attributes
• AR — Indicates use of the archived portion of the sample extract.
• CU — Indicates a sample that required additional clean-up prior to HRMS injection/processing.
• D — Dilution Data. Result was obtained from the analysis of a dilution. The number that follows
the "D" indicates the dilution factor.
• DE — Indicates a dilution performed with the addition of ES (Extraction Standard) solution.
• DUP — Designation for a duplicate sample.
• MS — Designation for a matrix spike.

2. Methods and Analytes

3. Analysis
The samples were analyzed using Waters Acquity UPLC equipped with Xevo TQ MS (LC/MS/
MS "Sauron").
For aqueous samples, unless otherwise indicated by a screening analysis, the sample volume
was measured gravimetrically by the laboratory, and all contents spiked with Extraction Standard
(ES). The samples were mixed well and centrifuged (if needed), and then extracted by SPE. If
the extracts are discolored after initial SPE, ENVI-Carb cleanup procedure is used. Injection
Standards (IS) were added prior to analysis.
4. Calibration
In the initial calibration, the reported analytes exhibited R A 2 of >_ 0.99. The reported analytes in
the calibration standards, continuing calibration (concal) and Initial Calibration Verification (ICV)
met the accuracy criterion for native analytes.

5. QC Notes
The QC sample analyses passed all method criteria.
Client requested additional analysis outside the extraction witihin 28-day from collection holding
time. Sample extracts were analyzed within the 28-day from extraction to analysis holding time
required by the method.
6. Reporting Notes
The results presented in this report are representative of the samples as provided to the
laboratory.
Some labeled extraction standards in the sample analyses fell outside the control limits for ES
recovery, as denoted by the "Q" qualifier. The target analytes are quantified based on their ratio
to their labeled standard analogs. As a result, low or high labeled standard recovery do not
cause any change to ratios or contribute any additional error in the measurement of the target
analytes. The data have been accepted and reported with no further actions.
These analyses met the requirements of the TNI Standard. Any deviations from the
requirements of the reference method or TNI Standard have been stated above.
Enthalpy Analytical, LLC in Wilmington NC is accredited by the Louisiana Department of
Environmental Quality to the 2009 TNI Standard under certificate number 05075.

ANALYTICAL
The following are general reporting notes that are applicable to all Enthalpy Analytical, LLC -
Wilmington, NC data reports, unless specifically noted otherwise.
General Data Qualifiers
• B — The analyte was found in the method blank, at a concentration that was at least 10% of the
amount in the sample.
• Cxx — Two or more congeners co -elute. In EDDs, C denotes the lowest IUPAC congener in a co -
elution group and additional co-eluters for the group (`xx') are shown with the number of the
lowest IUPAC co-eluter.
• E — The reported concentration exceeds the calibration range (upper point of the calibration
curve). For HRMS data, this condition does not imply additional measurement uncertainty. For
LC-MS/MS data, these values should be considered as having measurement uncertainty higher
than values within the calibration range.
• EDL — Estimated Detection Level: The EDL is unique to isotope dilution methods and reflects
the conditions of analysis at the time of analysis, including the equipment used. Where the MDL
is a static value, the EDL is a dynamic value.
• EMPC — Estimated Maximum Possible Concentration: EMPC is specific to Dioxin/Furan tests to
indicate the determined ion -abundance ratio was outside the allowed theoretical range (usually
due to being near the detection limit, although it can very rarely be caused by a co -eluting
interference). The EMPC concentration is adjusted to reflect the value at the theoretical ion -
abundance ratio.
• IR — The ion ratio between the primary and secondary ions was observed to be outside the
method criteria. The analyte concentration may be inaccurate due to interference.
• J — The analyte has a concentration below the minimum calibration level (LOQ value) but greater
than the LOD. These values should be considered as having measurement uncertainty higher than
values within the calibration range
• L - Indicates that an analyte has a concentration below the Minimum Detection Limit (MDL).
The reported concentration is not recommended for regulatory use as the analyte signal may have
a signal-to-noise ratio less than the criteria deemed necessary to be considered a detected analyte.
• LOD — Limit of Detection: For reports conforming to the DOD ELAP QSM, this is the QSM-
defined LOD. For reports conforming to TNI requirements (but not DOD ELAP QSM
requirements), this value is the minimum detection limit (MDL). The LOD is adjusted for sample
weight or volume.
• LOQ — Limit of Quantitation: For reports conforming to the DOD ELAP QSM, this is the QSM-
defined LOQ. For reports conforming to TNI requirements (but not DOD ELAP QSM
requirements), this value is the reporting limit (RL). The LOQ is adjusted for sample weight or
volume.

• <LODQ — Analyte was not found at a concentration high enough to be reported as detected. It is
reported as less than the LOD, and the LOD is given in the parentheses.
• <LOQQ — Analyte was not found at a concentration high enough to be reported as above the
QSM-defined LOQ or TNI defined Reporting Limit. It is reported as less than the LOQ, and the
LOQ is given in the parentheses.
• ND — Indicates a non -detect.
• NR — Indicates a value that is not reportable due to issues observed in sample preparation or
analysis.
• PR — The associated congener(s) is(are) poorly resolved.
• QI — Indicates the presence of a quantitative interference.
• RL — Reporting Limit. Lowest reportable value. The level is higher than the MDL.
• SI — Denotes "Single Ion Mode" and is utilized for PCBs where the secondary ion trace has a
significantly elevated noise level due to background PFK. Responses for such peaks are
calculated using an EMPC approach based solely on the primary ion area(s) and may be
considered estimates.
• U — The analyte was not detected.
• V / Q — The labeled standard recovery is not within method control limits.
• X — Indicates the result is from re-injection/repeat/second-column analysis.
