Division of Water Resources' Central and Regional staff has reviewed the application package
received on April 6, 2023, and subsequent additional information received on June 30, 2023. However,
additional information is required before the review may be completed. Please address the items on the
attached pages no later than the close of business on August 28, 2023.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through N, or failure to provide the additional information on or before the above -requested
date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).

Calculations section as the instructions on this item state. This comment was not addressed in the
previous Additional Information Request dated Mav I I, 2023.

F. Soil Evaluation:
1. Dorothy Robson of the Raleigh Regional Office (RRO) provided the following comments:
a. Please revise the soil profile descriptions to describe soil conditions within 7' of the land
surface or to a Cr or R horizon. Please also provide a soil profile description for each KsAT
data point that extends at least 1' below the horizon that is being tested. If the soil profile
description is intended to count towards the minimum soil description requirement, it shall
extend to 7' or a Cr or R horizon and meet all other soil description requirements. Not enough
detailed information was provided to a sufficient depth below the most restrictive layer.
b. Please describe in detail for each soil boring the depth to partially weathered bedrock (PWR)
and seasonal high water table (SHWT) or perched water table.
c. Please provide a legend using the USDA Natural Resources Conservation Service field note
abbreviations.
d. A minimum of three KsAT data points are required for each soil series in the most restrictive
horizon. Only two KsAT tests were performed in the most restrictive horizon. Please provide
a third KsAT data point.
e. Please clearly identify any areas not suitable for wastewater irrigation and areas that require
fill application/clearing to effectively irrigate wastewater.

f. Please provide separate calculations for the geometric mean of each soil horizon's KsaT data.
Please also bold the KsaT values in the provided data sheets that were used for geometric mean
calculation (i.e., steady state).
g. Please provide more detail on how the recommended drainage coefficient was determined.
h. Section 5.1 mentions that the Btss horizon will allow the irrigated wastewater to move
vertically or laterally. Please explain why the irrigated wastewater would move laterally. The
recommended hydraulic loading rates should be such that there is minimal lateral movement
of wastewater.
i. Typical White Store soils have very low permeability (hydraulic loading) rates. Please explain
how this site has higher than expected recommended hydraulic loading rates.
j. For the Fill Application Plan, please explain the areas that require fill and tree removal and
how this may impact the proposed irrigation rate. Please also explain in detail where the
pine/hardwood duff layer will remain or be removed for fill application. The Specifications
state in the "Drip Irrigation Line Installation" section that leaf and vegetation matter shall be
raked from the irrigation site, which contradicts the Fill Application Plan. Please clarify and
revise.

G. Water Balance:
1. Please recalculate the Water Balance with the corrected KsAT value using the geometric mean of
three data points and any other modified values.
H. Engineering Plans:
1. Sheet C-105 — Please revise "Drainfield Soil Descriptions" to "Surface Irrigation Dripfield Soil
Descriptions". A drain field implies a septic subsurface system, which is not permitted under this
permit type. This comment was not addressed in the previous Additional Information Rea_uest
dated Mav 11.2023.
2. Sheet C-107 — Please revise CBOD to BOD in the effluent limits table. 15A NCAC 02T
.0605(b)(1) is specifically for BOD5.
3. Sheet D-104 —Please revise the 2' drip line spacing reference in Note 1 of Detail 1 as well.

1. Dorothy Robson of the RRO noted the "Crop Maintenance and Management" section specifies that
"[a]ll dead trees, if applicable, newly grown vegetation, and newly grown trees less than 1" shall
be removed yearly", while the O&M Tasks table indicates two to four weeks for vegetation
management. Please verify and revise. The proposed irrigation drip site should be maintained
more frequently than annually for proper maintenance.
