Two of the properties were acquired from Herbert Page and wife, Shirley and the third was from Crystal Coast Amphitheater, Inc. The combined contiguous parcels have now become "The Hamptons on the White Oak". The Hamptons on the White Oak is off of West Fire Tower Road in the Peletier Community and along the Amphitheater Road heading toward the White Oak River. Prior to their acquisition portions of the property were undeveloped and the balance was the site of the Amphitheater and Amphitheater parking, septic and incidental support areas. The Amphitheater was most recently the site of the "Worthy is the Lamb" musical production. B. Environmental Assessment/Surveys Once the property was acquired, Dirt2Dreams, LLC engaged Prestige Land Surveying, PA., Lanier Surveying Company and Applied Resource Management, PC to survey the property boundaries, identify coastal and 404 wetlands, waterward and landward extent of coastal marsh, topographic and hydrographic surveys of the property along with site suitability for onsite wastewater disposal. Thomas Charles, Army Corps of Engineers representative, signed the 404 Wetlands Map prepared by Prestige Land Surveying, P.A. on Aug 30, 2022. C. Site Plan Development and County Zoning These properties were rezoned to the current R10CZ zone in which a site -specific plan was prepared by The Cullipher Group, P.A. and approved by the Carteret County Commissioners. This R10CZ map is the basis for this final design and permitting plan. D. Open Water Marina -Access Width Proposed at 8' (reduced from 10') The length of the dock from the shoreline to the end of the T-Dock is 470 linear feet. F. Wetland Impacts The developed plan minimizes impacts to both coastal and 404 wetlands. The boat ramp and kayak launch are located at a point in which minimal coastal or 404 wetlands were located. Attachment No. 1 shows an enlarged detail of this area. Remaining wetland impacts are restricted to 404 wetlands. They are for street crossings to promote roadway circulation and access to high grounds. Double culverts are proposed at those locations with 25% bury to promote contiguous hydraulic connections. Attachments No.2 through 6 show the impacts in detail. Total Coastal Wetland Impacts 190 sf (0.004 ac) Total 404 Wetland Impacts 6544 sf (0.15 ac) G. Coastal Stormwater Rules This project drains into the White Oak River which is class SA waters. The tract area above coastal marsh has been determined to be 3262191.95 sf excluding the Silver Creek HOA septic easement property. The county provided an exhibit from the planning department in which the pre -developed area was established along with their methodology in determining the impervious coverage. The pre -new development impervious was determined to be 332600 sf. We have provided C1 in the submittal that shows our proposed low -density project which complies with the NC State Stormwater Rules for projects draining to SA waters with a new percentage of a maximum of 12% of the balance of the previously undeveloped property. The developer has a total of 328350 sf of impervious to divide among the proposed 116 single family lots. The lots will have the option to provide #57 stone over fabric with a proposed cellular grid for containment for driveways or portions of driveways.
