PROJECT SUMMARY: The applicants propose to construct a 92.5-foot long wooden bulkhead with associated 925 square feet of Section 404 Wetland fill in tieback area, 240 square foot shoreside dock with gazebo on top of dock, and 280 square foot deck around existing single-family dwelling on their property located at 125 Pirate Landing (Lot 10), Holiday Island Subdivision, Perquimans County, and on a manmade canal to Albemarle Sound. PROJECT. SETTING The property is an 18,554 square foot (0.43-acre) lot located at 125 Pirate Landing (Lot 10) (private), Holiday Island Subdivision, off Holiday Island Rd. (SR 1347), in Perquimans County and adjacent to a manmade canal to Albemarle Sound. The property has an elevation of approximately five feet above normal water level (NWL) adjacent and landward of the existing bulkhead. Along the applicants' natural shoreline section of their property, an approximate 10-foot wide fringe of Section 404 Wetlands exist, and elevation at this location is 0-feet to 1-foot above NWL. The soil type on the applicants' property is Roanoke silt loam. The applicants' property is approximately 2,700 feet directly north of Albemarle Sound. Access to Albemarle Sound is from a meandering manmade canal with right angles adjacent the applicants' property. Holiday Island Subdivision and its canal system existed prior to 1974, when the passage of the North Carolina Coastal Area Management Act took place by the General Assembly. Man-made features on the tract include a 127-foot long wood bulkhead with a boathouse and lift located inside a boat basin and a single family dwelling on a septic system. The boat basin is located approximately in the middle of the existing bulkhead alignment. The majority of vegetation on the applicants' property is native lawn grasses and weeds. There is a small patch of native trees southwest of the basin, and the 92.5 linear feet of natural shoreline has an approximate 10-foot wide fringe of Section 404 Wetlands adjacent the shoreline. Josh Pelletier with the U.S. Army Corps of Engineers delineated the wetlands in March of 2006 (see attached plan view sheet 1 with four flag locations). The wetland vegetation is mowed down to the shoreline and no coastal wetlands were present on November 9, 2006. There were two small patches of Juncus effuses (common rush), one group of Eichhornia crassipes (water hyacinth), several Pontederia cordata (pickerel weed), and a medium to high pressure of Alternanthera philoxeroides (alligator weed), all located in approximately 6 inches of water adjacent the wetland shoreline, on November 9, 2006. There was a large amount of Canada Geese droppings along the natural wetland shoreline and up into the yard. The riparian properties to the east and west of the applicants' property have bulkhead shoreline stabilization, singe-family dwellings, and similar vegetation, except no wetlands. The canal width adjacent the applicants' property is 55-feet and the property directly across the canal is a wooded lot with natural shoreline. The natural shoreline section of the applicants' property has eroded an average of 2.5-feet landward of the bulkheads on either side due to storms and boat traffic. The applicants were issued CAMA general permit #A33877 in July of 2003 for the construction of their existing bulkhead, basin, and boathouse with lift. The waters of Albemarle Sound connecting to the canal along the area of the applicants' property are not a primary or secondary nursery area, are closed to shellfish harvesting, and are classified as SB waters by the Division of Environmental Management. Reviews of available information suggest there are no known archeological sites or geologic formations associated with the applicants' property. • Edwin and Irene Childers Field Investigation Report Page 3 DEVELOPMENT PROPOSAL In order to prevent further erosion, the applicants propose to construct a 92.5-foot long wooden bulkhead to connect with the corner of the existing bulkheads to the west and east and have a straight alignment. The proposed bulkhead alignment will have a maximum distance of 5-feet waterward of NWL and an average distance of 2.5-feet. Clean, dry fill will be used for backfill from an upland pit. The tieback area will extend approximately 10-feet landward of the bulkhead sheathing, and the bulkhead will be constructed with a silt cloth on the landward side prior to backfill. The applicants are requesting this bulkhead alignment to regain lost uplands and to connect between bulkheads. The applicants are proposing to fill approximately 925 square feet of Section 404 Wetlands in order to fill behind the bulkhead on top of the tiebacks, rods and posts for an even grade from their upland yard to the bulkhead. The applicants propose to construct a 12-foot long by 20-foot wide shoreside dock in the middle of their property adjacent to the proposed bulkhead, approximately 72.5-feet from the nearest riparian property owner. The dock will be located in approximately 4.5-feet water depth at its waterward end. There are no proposed slips. The applicants propose a 12-foot diameter octagonal gazebo to be placed on top of the platform.. Proposed upland development is a 280 square foot wood, slatted, elevated deck to wrap around the waterward side of the existing single-family dwelling. The proposed deck will not be roofed. ANTICIPATED IMPACTS The proposed bulkhead alignment with backfill will result in the filling of approximately 231 square feet of Public Trust Area (PTA), Estuarine Waters (EW) Area of Environmental Concern (AEC). Approximately 8.56 cubic yards of fill material will be placed below NWL for the backfill. To match grade, approximately 925 square feet (140 cubic yards) of fill material will be placed in Section 404 Wetlands in the Estuarine Shoreline (ES) AEC. The proposed shoreside dock with gazebo will shade 240 square feet of PTA, EW AEC. There are no expected navigational impacts due to the dock structure. The proposed pervious, unroofed deck around the existing house will shade 280 square feet of uplands in the Estuarine Shoreline (ES) AEC. Temporary water turbidity will occur during construction. The use of a filter cloth behind the bulkhead will minimize future erosion and turbidity.
