SFR Permit No. WQ0006581 Alamance County Dear Mr. and Mrs. Rudd: On September 11, 2023, Division of Water Resources staff Caitlin Caudle and Kristen Potwora conducted a routine compliance inspection of the 5825 Union Ridge Rd. SFR. David Rudd, Owner, was present during the inspection. A review of all treatment facilities was completed. This review reflected noncompliance with the subject permit. The following violations were noted- 1 . Per Permit Condition V.2, the Permittee shall maintain an inspection log that includes, at a minimum, the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions. Permit Condition 111.12 lists minimum inspection frequencies for several parts of the treatment system. At the time of inspection, Mr. Rudd stated he had no records available for review and he was not inspecting the system at the required minimum frequencies. This was also noted in correspondence dated September 19, 2018. Moving forward, begin maintaining an inspection log as described above. The following items of concern were noted: A. At the time of inspection, chlorine tablets were not present in the chlorinator tube. Per the Operation and Maintenance Agreement, wastewater grade tablets (calcium hypochlorite) shall be added to the chlorinator to provide proper chlorination. Obtain calcium hypochlorite tablets as soon as possible and begin using them in the system. At the time of inspection, the fencing around the irrigation field did not exclude the entire wettable area. Per Permit Condition 111.8, public access to the irrigation sites shall be prohibited with a minimum of 2-strand wire. Public access is restricted as surface application of wastewater is the final treatment step in the system. Please reinstall the fencing to exclude the entire wettable area of the irrigation site. At the time of inspection, the 2023 annual fee was overdue. Ms. Caudle discussed how to pay the annual fee electronically. Ms. Caudle provided a prefilled copy of the permit renewal application and discussed the permit renewal process. Other observations: • The alarm is located in the house. The test function was operational. • The system was not tested at the time of inspection. The lid to the pump tank could not be removed. This was also noted in the 2018 inspection. • Mr. Rudd stated the septic tank will be this week. • Mr. Rudd added Septic Fizzytabs to the system. Ms. Caudle discussed that these tabs were for promoting biological activity in the septic tank, not providing disinfection. • The septic tank was last pumped in 2019.
