Good Morning,
We received your application for a new Fast-Track ATC post-construction stormwater permit on 4/13/2023. At this time,
the submission is not administratively complete and cannot be accepted for review in its current condition. Please
provide the following submittal items within 30 calendar days (by close of business on 5/18/2023) so that we may
accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.
2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is
required per 15A NCAC 02H .1043(3)(a)):
Part F – Please complete this portion of the application, initialing the provided submittal items.
Per the provided property deeds, the property to be permitted is owned by Mr. & Mrs. Fred Stancil and
Mr. & Mrs. Alex Stancil. Please revie the application to either list these individuals as the permittees or
include them as property owners. It is noted that the Stancil’s are associated with the applicant,
however they are distinct entities and this needs to be reflected on the form.
1x original signed and notarized/sealed hard copy of Parts G & H of the Application. 2x original signed hard
copies of this form are required and only one was provided (the other copy appears to be a photocopy).
NOTE: This is an administra?ve completeness review, not a detailed engineering review, there may be other issues that
may be brought up during the engineering review. While not required for administra?ve completeness, the following
items were noted during review:
The cul-de-sac of Road H may be located within the vegetated setback for the nearby surface water (it is unclear
at this scale if it is within or outside of the setback since it is very close to the edge of the setback). If it is within
the vegetated setback, please move it outside of the vegetated setback.
If these items are received within the s?pulated ?meframe, we can accept the project and begin the review process.
Once accepted, reviews under the Fast-Track permi?ng process can take up to 30 calendar days per statute (one of our
two reviewer posi?ons is currently vacant).
Hard copies should be mailed to the following address:
