Box 425 Troy, NC 27371 NORTH CAROLINA Environmental Quality September 08, 2023 SUBJECT: Compliance Inspection Report Montgomery County Collection System Collection System Permit No. WQCSD0607 Montgomery County Dear Permittee: The North Carolina Division of Water Resources conducted an inspection of the Montgomery County Collection System on 9/06/2023. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0607. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The system was functioning well upon inspection with some minor issues that need to be addressed: • Grease education materials are not being distributed to users. The sewer maps were also adequate. A grease control ordinance is in place with a requirement of facilities with grease control devices to be cleaned every 30 days. However, the permittee reported that there are no restaurants with grease control devices on this system. Grease control education has been developed but has not been distributed to customers. Distribution of the education material needs to start immediately to be in compliance with the permit. Pump Stations The alarm, pumps, and generator were all working at lift station 1 and the wet well was in good condition. However, the settling of the foundations at lift station 1 is starting to hinder the performance of the generator. The foundation under the generator is tilting in such a way that the fuel tank can only be filled partially. Additionally, the foundation under the control panels is also settling and tilting and will cause issues with the wiring and electronics if not remedied. The pumps and generator at lift station 2 were working and the wet well was in good condition. The high level alarm worked, but the light bulb was out. The light bulb needs to be replaced to restore the visual alarm at lift station 2. Adequate records are maintained for each pump station and include information from weekly checks as well as extra maintenance or cleaning. Other Field Inspections There are no HPI-s in this system. The right of way that was checked was maintained and accessible. The manholes were in good condition. The manhole at lift station 2 was starting to accumulate sand on the cover, so it will need to be checked and cleaned regularly to maintain access, as will other manholes that accumulate debris.
