Vulcan Materials Company—Pineville Quarry
Dear Tony Johnson:
On September 6, 2023, Julianna Hawley and Kelly Hendrix of Charlotte-Mecklenburg Storm
Water Services (CMSWS) conducted an inspection of the above referenced facility as a
requirement of the City of Charlotte's NPDES Permit,NCS000240,Part II, Section H. Inspection
authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of
inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water
Pollution Control Ordinance.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy,Mineral and Land Resources(DEMLR). NCDEQ—DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and
implemented.
2) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded; however, it was not conducted
concurrently with analytical monitoring. The facility should conduct qualitative monitoring
concurrently with analytical monitoring per NCG020000, Section E-I(b).
3)Analytical Monitoring
Analytical monitoring has been conducted and recorded.

Er SUMMARY
Facility Description:The Vulcan Materials Company Pineville Quarry is located at 10500 Old Nations Ford Road on
approximately 200 acres in Charlotte. The facility extracts minerals and produces aggregate for use in asphalt, concrete,
road base, and other purposes.
File Review/History: Charlotte-Mecklenburg Storm Water Services (CMSWS)previously conducted an inspection at this
facility on 11/9/2016, and the report was issued as satisfactory.
Inspection Summary:At the time of the inspection,this facility was observed to be in compliance with the City of
Charlotte Storm Water Pollution Control Ordinance. Please see the inspection report for comments and
recommendations.
Site Inspection Deficiency Comments
Stormwater system (catch basins, Satisfactory Stormwater conveys through the facility via sheet flow and
inlets, outfalls, etc.) conveyance ditches into the process water pit. The water
discharged from the outfall associated with the pit is
classified as a wastewater discharge. Stormwater from other
areas of the site discharge into two retention pond SCMs
before leaving the site from two stormwater outfalls. Two new
SCMs and outfalls are being constructed as the site is
expanded. No stormwater pollution issues were observed.
Erosion issues Satisfactory No erosion issues were observed onsite during the inspection
Structural stormwater control Satisfactory Two retention pond SCMs and two new SCMs that are under
measures(SCMs) construction were observed onsite. No stormwater pollution
issues were observed.

the inspection.

be stored outdoors. Drums of new automotive liquids were
observed to be stored outdoors near the wash pad. The area
where the drums were observed drains to the oil/water
separator. No stormwater pollution issues were observed.
Outdoor processing area(s) Satisfactory Processing occurs outdoors in the pit and throughout the site
. Vehicle washing occurs on the wash pad,which drains to
the oil/water separator. No stormwater pollution issues were
observed.

unloading areas.
Vehicle/equipment area(s)-fueling, Satisfactory Vehicles and equipment are fueled at the outdoor ASTs.

the wash pad,which drains to the oil/water separator.

No stormwater pollution issues were observed.
Oil/water separator and/or Satisfactory Floor drains at the outdoor AST secondary containment and
pretreatment at the wash pad drain to the oil/water separator. According
to facility personnel, a contractor empties the oil/water
separator and settling pit at the wash pad every 6-8 weeks.
No stormwater pollution issues were observed.
Waste storage/disposal area(s)- Recommendation Two municipal waste containers were observed with their rain
open tops,waste containers, scrap flaps and drain plugs in place. One metal open top and two
metal bins, etc. contractor waste open tops were observed in areas that
would drain to the process water pit. A leak from one of the
contractor open tops was observed. CMSWS recommends
that damaged containers be replaced and that leaks be
cleaned promptly and properly to protect water quality.
