Thank you for that input. Both the City and LJB would very much have liked to implement a repair option that
incorporated some natural channel design measures and we definitely explored options. We were, however,

constrained by the FEMA constraint on not increasing flood risk to insurable structures. When we modelled alternatives
to the concrete channel, even with a larger cross-section, we could not avoid flood elevation increases that were
projected to increase risk to buildings mapped within the floodplain.

Ideally, NCWRC would prefer the stream is restored and stabilized using natural channel design methods rather than
remain hardened. We also do not recommend tall fescue or non-native lespedeza, but rather native species. Please see
