ADDITIONAL REGIONAL STAFF REVIEW ITEMS Overall, the application is sufficient in terms of the site soils evaluation information provided. There are areas in the proposed Tree Farm irrigation site where the depth to the seasonal high water table (SHWT) is less than 12 inches. It is my opinion that these areas should not receive irrigation due to the possibility of groundwater contact without sufficient soil and plant contact time. This also raises the potential for impacts to nearby surface waters. Reclaimed water is a highly treated effluent, but it is still wastewater. There is always the possibility of a system failure, malfunction, or upset that could result in the land application of effluent that has not been treated to reclaimed standards. Currently, NC regulations do not require the maintenance of any separation distance between the irrigation surface and SHWT for conjunctive use reclaimed water systems.
