COMMENT RESPONSE
1. Surface Water Area
Required per the Application, Section VI, 8h and 15A NCAC 02H.1003(c)(iii).
a. The provided USGS topographic map indicates surface waters on-site. This should be
included in the surface water surface area for the site in the Supplement-EZ Cover
and Section IV, 6 of the Application; revise Section IV, 7 and 8 accordingly. Per 15A
NCAC 02H .1003 (1) (c), the project area must exclude the areas below the NHWL.

b. Please show the required vegetated setback from surface waters (required per 15A
NCAC 02H .1003(4) & .1017(10)) in the main set of plans.

2. Swales
a. Per the Application Section VI, 8o, delineate drainage areas to each swale (included
in the main set of plans, not as a separate document). The delineated drainage areas to
each swale must be labeled (clarifying the Swale#) and must correspond to the
drainage areas in the calculations and stated in the Supplement-EZ.

b. The peak flow for each swale is based on the time of concentration to each swale.
Please provide time of concentration calculations.

c. Please show the allowable velocity in the calculations and how that determination
was made. The Table in Part C-11 of the Manual provides maximum permissible
velocities based on underlying soils and cover tyle. Note the permanent swale liners
on the plans (temporary swale liners are currently called out on the details).

d. Curb outlet Swales
i. Provide the length of each of the curb outlet swales. Per 15A NCAC 02H .1003 (2)
(d), a minimum length of 100 ft is required. REVISED C3.0& C3.1
ii. Please provide the curb outlet swale sizing/design calculations (per 15A NCAC
02H .1042(2)(f) and Section VI, 7 of the Application). The provided calculations
do not include the swale geometry or the rainfall intensity determined by the time

3. Calculations
a. Please provide calculations showing that the stormwater outlets are stable during the
10-year design storm. This item is required per 15A NCAC 02H .1003(5). Please
either provide riprap sizing/design calculations or provide calculations showing that
riprap is not required downstream of stormwater outlets. REVISED C5.1 TABLE
4. Application
a. Please revise the on-site buildings/lots to reflect the total area(825,000 SF). REVISED S-3 OF
APPLICATION
5. Plans
a. Delineate the drainage area of the of the project on the main set of plans as required
per the Application Section VI, 80. REVISED C3.0 & C3.1

6. Per the Application Section VI, 9, provide the NRCS County soils map with the project
area clearly delineated. REVISED/ENCLOSED
7. Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other
documents, and a response to comments letter briefly describing how the comments have
