Weatherspoon Power Plant — Lumberton, NC SynTerra EXECUTIVE SUMMARY Duke Energy Progress, Inc. (Duke Energy) owns and operates the W.H. Weatherspoon Power Plant (Weatherspoon Plant) site. The Weatherspoon Plant began commercial operation in 1949, but as of October 2011, all of the coal-fired units were retired. Ash generated from the coal combustion has been stored on -site in an ash basin. In accordance with the requirements stipulated in Coal Ash Management Act 2014 — North Carolina Senate Bill 729 (August, 2014), a survey was conducted to identify drinking water supply wells and surface water bodies located downgradient of the ash basin, herein referred to as the potential area of interest. In addition, to satisfy the requirements of the Notice of Regulatory Requirements (NORR) received by Duke on August 13, 2014, potential water supply wells located within 0.5 mile of the Weatherspoon Plant ash basin compliance boundary are also included. The direction of groundwater flow at the site is generally toward the east-southeast. The survey identified no public or private drinking water wells or wellhead protection areas located within the potential area of interest, with the exception of the two supply wells, DEP #1 and #2, owned by Duke Energy and located on the Plant property. Groundwater moving beneath the Plant discharges to the cooling pond, Jacob Creek, or the Lumber River. The properties located downgradient of the Weatherspoon Plant ash basin to the discharge areas are owned by Duke Energy. Maps cross-referenced with tables providing parcel and ownership information for the survey area are provided for completeness, in accordance with the NORR. Weatherspoon Power Plant — Lumberton, NC SynTerra 1.0 INTRODUCTION Duke Energy Progress, Inc. (Duke Energy) owns and operates the W.H. Weatherspoon Power Plant (Weatherspoon Plant) site. The Weatherspoon Plant is located at 491 Power Plant Road, Lumberton, North Carolina. The property encompasses approximately 985 acres, including the 65-acre ash basin. The property includes the cooling pond, located to the south of the plant operations area. The property borders the Lumber River to the southwest as shown on Figure 1. The Weatherspoon Plant began commercial operation in 1949, with additions in the 1950s and 1970s, and consisted of three coal-fired units to produce power. As of October 2011, all of the coal-fired units were retired. Coal ash is no longer produced at the site. Ash generated from the coal combustion has been stored on -site in an ash basin. The ash basin is shown on Figure 2. Discharge from the ash basin is permitted by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Resources (DWR) under the National Pollution Discharge Elimination System (NPDES) Permit NC0005363. SynTerra has completed a survey to identify water supply wells within 0.5 miles of the Weatherspoon Plant ash basin compliance boundary (Figure 1). The compliance boundary for groundwater quality in relation to the ash basin is defined in accordance with 15A NCAC 02L .0107(a) as being established at either 500 feet from the waste boundary or at the property boundary, whichever is closer to the source. This drinking water well and receptor survey report has been prepared to meet the requirements stipulated in Coal Ash Management Act 2014 — North Carolina Senate Bill 729 (August, 2014) and the Notice of Regulatory Requirements (NORR) (August 13, 2014). As part of the survey, a questionnaire is being sent to owners of property within the survey area as directed by DWR. The purpose of the questionnaire is to determine if additional wells may be present in the area that were not observed or have not been previously reported. The questionnaire is also designed to collect additional information, such as well use and construction details. An addendum letter and updated information summarizing the questionnaire findings will be submitted to the DWR no later than November 7, 2014. The information available to date is herein provided. Weatherspoon Power Plant — Lumberton, NC SynTerra 2.0 BACKGROUND 2.1 Plant and Ash Basin Description The Weatherspoon Plant generated electricity via the three coal-fired generating units between 1949 and 2011. In 2011, the coal-fired units were retired from operation and are in the process of being decommissioned. Between approximately 1949 and 1955, ash was sluiced to a low area that was eventually encompassed by the ash basin. The ash basin, as it currently exists, was constructed in phases, using a combination of excavation and earthen dike construction techniques, between 1955 and 1979. Although the basin is a single unit, several internal divisions constructed over the operational years have facilitated basin management and maintenance. The ash basin is permitted under NPDES Permit NC0005363 as a wastewater treatment unit. Permitted waste streams included (1) ash sluice water (bottom and fly ash), (2) chemical and metal cleaning waste materials, (3) storm water runoff, and (4) various low -volume wastes. 2.2 Description of Surrounding Properties Properties located within a 0.5 mile radius of the Weatherspoon Plant compliance boundary are located in Robeson County, North Carolina. The properties uses include residential, commercial, industrial, and agricultural. The Lumber River flows south through the southwestern portion of the Plant property. Figure 2 depicts the properties surrounding the Weatherspoon Plant. Weatherspoon Power Plant — Lumberton, NC SynTerra 3.0 SITE GEOLOGY AND HYDROGEOLOGY 3.1 Generalized Site Hydrogeologic Conceptual Model Geographically, the Weatherspoon Plant lies within the Coastal Plain Physiographic Province (North Carolina Department of Natural Resources and Community Development, 1985), which is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province (Winner, Jr. and Coble, 1989). Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The Weatherspoon Plant is located within the Inner Coastal Plain, which consists of the gently rolling land surface between the Tidewater region and the Fall Line (Winner, Jr. and Coble, 1989). The Weatherspoon Plant is located within a subdivision of the Inner Coastal Plain that is typified by swampy areas in the flat uplands between major river systems. The Weatherspoon Plant is located on the east side of the Lumber River. The Coastal Plain comprises a wedge shaped sequence of stratified marine and non - marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from recent to lower Cretaceous (Winner, Jr. and Coble, 1989). In this region, units of confined aquifers divided by confining layers overlay the crystalline bedrock. These confined aquifers consist of laterally continuous silt and clay rich layers. The Lower Cape Fear and Upper Cape Fear aquifers are depicted as the lower -most marine sediment units in the Robeson County area (USGS 1989). The Upper Cape Fear aquifer is overlain by a semi -confining unit that separates the Upper Cape Fear aquifer from the overlying Black Creek aquifer. A semi -confining unit over the Black Creek aquifer separates the Black Creek aquifer from the overlying Peedee aquifer. In this region, the semi -confining unit between the Peedee aquifer and the overlying Yorktown and/or Coastal Plain deposits that comprise the surficial aquifer is discontinuous. Average recharge to the surficial aquifer is between 12 and 20 inches per year. The average estimated hydraulic conductivity is 29 feet per day (Winner, Jr. and Coble, 1989). 3.2 Site Geology/Hydrogeology Subsurface lithology at the Plant is comprised of thin isolated deposits of sub -angular to well-rounded gravel alluvium or Coastal Plain Surficial Deposits that consist of black, gray, brown, light red tan or white silty fine sand, sandy silt, clayey silt or sandy clay. These deposits vary in thickness from approximately 3 to 30 feet. Weatherspoon Power Plant — Lumberton, NC SynTerra formation) approximately 14 to 35 feet thick underlie the surficial deposits. The Yorktown Formation deposits at the Weatherspoon Plant consist of blue, green, gray, and white fossiliferous sand and sandy silty clay. The Yorktown Formation occurs unconformably on the eroded surface of the Peedee Formation. Peedee sediments at Weatherspoon Plant are gray, dark green, olive, brown, and light gray silty clay, sandy clay and silty fine to medium sand. The thickness of the Peedee Formation ranges from approximately 22 to 42 feet. Sediments identified as the Black Creek Formation with characteristic dark gray to black micaceous clay and sand seams with abundant mica were encountered below the Peedee Formation. In the Robeson County part of the North Carolina Coastal Plain, groundwater is obtained from the surficial, Peedee, Yorktown, and Black Creek aquifers. The Coastal Plain groundwater system consists of aquifers comprised of permeable sands, gravels, and limestone separated by confining units of less permeable sediment. 3.3 Hydrogeologic Information for Flow Direction Determination The groundwater flow regime of the Weatherspoon Plant is bounded on the west by the Lumber River and to the south and east by the cooling pond and Jacob Creek, which flows southwest toward the Plant and then flows along the southern side of the cooling pond until it enters the Lumber River to the south. Based on site topography, groundwater on the eastern side of Jacob Creek would flow west, toward the creek. The routine water level measurements indicate the general direction of groundwater flow in the surficial aquifer beneath the ash basin is to the southeast towards the cooling pond and Jacob Creek. Groundwater south of the ash basin flows southwest toward the northwestern portion of the cooling pond and the Lumber River. 3.4 Groundwater Flow Direction Determination Results The first occurrence of groundwater at the Weatherspoon Plant is in the surficial aquifer at depths ranging from three to ten feet below land surface. Groundwater beneath the ash basin in the surficial aquifer appears to generally flow to the southeast, but there is some uncertainty, with respect to groundwater flow direction, southwest of the ash basin. These observations are consistent from year to year with minor variations in direction of flow. Weatherspoon Power Plant — Lumberton, NC SynTerra Based on the hydrogeology of the area and site specific conditions, the cooling pond, Jacob Creek, and the Lumber River appear to be areas of discharge for groundwater moving downgradient away from higher topographic areas. Therefore, the area between the ash basin and these groundwater discharge areas would be considered the potential area of interest, with respect to drinking water wells. The potential area of interest is shown on Figure 3. Weatherspoon Power Plant — Lumberton, NC SynTerra 4.0 DRINKING WATER WELL SURVEY ACTIVITIES AND FINDINGS 4.1 State Records Review SynTerra reviewed the NCDENR Department of Environmental Health (DEH) Public Water Supply Sections (PWSS) Public Water Supply Water Sources Geographic Information System (GIS) point data set (pwsws.shp) and the Water Distribution Map Service (WDMS) data set obtained from the NC OneMap GeoSpatial Portal (http://data.nconemap.com/geoportal/catalog/main/home.page) to identify public water supply sources and water supply lines within a 0.5 mile radius of the Weatherspoon Plant compliance boundary. According to the NC OneMap website, the Public Water Supply Water Sources point data was current through November 18, 2009, and that it is the most current GIS data set of public water supply locations available from North Carolina state agencies. The GIS point data for the public water supply wells includes, but is not limited to, information such as public water supply (PWS) system identification numbers, ownership information, PWS source type, well depth, and well yield. The WDMS data set contains information on municipal water lines and other appurtenances. On June 24, 2014, SynTerra reviewed the NCDENR Division of Water Resources (DWR) Source Water Assessment Program (SWAP) online database for public water supply sources to identify wells located within a 0.5 mile radius of the compliance boundary; to confirm the location of wells included in the Public Water Supply Water Sources GIS point data set, and to identify any wellhead protection areas located within a 0.5 mile radius of the compliance boundary. The NCDENR SWAP database provides detailed assessments of all public drinking water intakes and wellhead protection areas in North Carolina. The website address is: (http://swap.ncwater.org/website/swap/viewer.htm). 4.2 Federal/Other Records Review SynTerra reviewed the United States Geological Survey (USGS) National Hydrography Dataset (NHD) obtained from the USGS National Map Viewer (http://viewer.nationalmap.gov/viewer/) to identify surface waters within a 0.5 mile radius of the compliance boundary. Hydrography data obtained from the USGS NHD is included on Figure 3. A review of public database water well information provided by Environmental Data Resources, Inc. (EDR) was also conducted. The public water well information has been incorporated in the summary table (Table 1) and on Figure 3. A copy of the EDR report is included as Appendix A. Weatherspoon Power Plant — Lumberton, NC SynTerra A survey was previously conducted by S&ME in February and May 2012 (unpublished). During that survey, S&ME contacted City of Lumberton and Robeson County personnel regarding municipal water present within the Plant vicinity. The results of the S&ME survey have been incorporated into the findings of this report. 4.3 County and Utility Department Records Review Information obtained from the Robeson County GIS system show fire hydrants located along Old Whiteville Road and Beulah Church Road. These locations are shown on Figure 3. 4.4 Field Survey During February and March, 2014, SynTerra personnel conducted a vehicular survey along public roads located within 0.5 mile radius of the compliance boundary. Observations on property use, apparent proximity to available municipal water lines and structures that may represent potential water supply wells were noted. No possible water supply wells were located within the potential area of interest. A written survey questionnaire is being mailed to the owners of properties within the survey area (Table 2). The questionnaire requests information regarding potential well location, well use, well depth and construction, date of completion, etc. Information reported from the questionnaire responses will be compiled and provided as an addendum to the survey on or before November 7, 2014. An example of the survey questionnaire is attached in Appendix B. Weatherspoon Power Plant — Lumberton, NC SynTerra 5.0 SUMMARY OF FINDINGS No public or private drinking water wells or wellhead protection areas are located within the potential area of interest, with the exception of the two supply wells, DEP #1 and #2, which are located on the Plant property (Figure 3). This finding is supported by field observations and the results of the records review as described in Section 4.0 above. Groundwater moving beneath the ash basin discharges to the cooling pond, Jacob Creek, or the Lumber River. All properties located downgradient of the Weatherspoon Plant ash basin between the ash basin and the discharge areas are owned by Duke Energy. Suspected water wells located upgradient of the facility, within 0.5 mile of the compliance boundary, are noted on Figure 3 for completeness. Parcel information for these upgradient potential water well locations is provided in Table 1. A questionnaire is being sent to all the owners of property within the survey area as directed by DWR. These property owners are summarized on Table 2. An addendum letter and updated Figure 3 summarizing the questionnaire findings will be submitted to the DWR no later than November 7, 2014.
