I am getting ready to issue the 401/buffer authorization for the Lake Mitchell Dam Repair Project (DWR#20230950) and I
wanted to reach out to see if there was anything else from the USACE side on this one that I should add to our files or
SAW# that I need to add to my letter.
It sounds like this one may have been under the threshold for you all, but just wanted to make sure before issuing.

Nice to meet you!
Typically, Jordan Lake Buffers are delegated to the local authority, but in this case, it appears the City of Mebane is the
applicant, so any buffer authorization needed would be "kicked back to DWR" for review and processing.
I have not been able to fully review this application (DWR#20230950) yet, but after a super -fast skim, if they have buffer
activities that are outside of the footprint, it would require a buffer authorization. In a normal case, the local program
would issue the authorization, but due to the local program being the applicant, DWR will issue this in addition to the
401.
It has been a VERY long week, so I hope I answered your question correctly. If I misunderstood anything or can assist
with anything else, please let me know!

Hey Zach,
I've got a PCN for a NWP 03 (for dam maintenance) on Lake Michael that involves 0.031 acres of permanent
wetland impacts and 44 LF of permanent stream impacts. The project is proposing to rebuild the concrete
spillway; repair and upgrade the toe drain system to maintain structural integrity of the dam embankment;
replace the riser drain gate, valve, and trash track; install a new liner inside the riser outlet pipe; and modify the
two outlets below the ogee spillway and the riser to improve energy dissipation and protect the receiving
streams from erosion.
The proposed project location falls within the Jordan Lake Riparian Buffer, and my question is: would this
activity require authorization from the local government? I'm looking at the table for dam maintenance activities
and this project would be covered under a NWP 03 (Exempt) but would cause impacts beyond the footprint of
the existing dam (Allowable).
