The above project qualifies for Nationwide Permit 3 authorization. This permit authorizes replacement of existing
Bridge #9 and associated utilities on NC 94 over an unnamed canal that flows to the Scuppernong River. The project is
located approximately 0.2 miles south of the intersection of NC 94 and US 64 in Columbia, Tyrell County, North Carolina.
Construction of the project will result in permanent loss of 0.02 acres of wetlands and 0.014 acres of surface waters.
Hand clearing will impact 0.052 acres of wetlands. Any modification of the project that causes additional impacts to
jurisdictional areas may require authorization from this office prior to initiation of work.

Please see the attached authorization and conditions for NWP #3. In addition, see the following Special Conditions:

1. All utilities must be buried a minimum of 10 feet below the substrate in the canal as shown on the submitted plats.

2. No wetland impacts associated with utility line relocations are authorized.

I've reviewed your application for a Corps NW 3 permit and Water Quality Certification for the replacement of bridge # 9
over an unnamed canal to the Scuppernong River on NC 94 in Tyrrell County. \[WBS # 17BP.1.R.59; DWR project # 15-
0659\] Water Quality Certification # 3883 is issued for this activity. Written approval is not required for used of this
certification provided all the conditions can be met. If any of the conditions cannot be met, written approval will be
