SUBJECT: Coastal Area Management Act (CAMA) Permit Application Submittal for
Western Carteret Boat Ramp, in Carteret County
Mr. Huggett:
This letter is in response to the above referenced CAMA Major Permit application, which was
accepted as complete by the Division's Morehead City office on May 19, 2023. Processing of the
application is ongoing. However, it has been determined that additional information will be
required prior to the Division taking final action on your application. The required item is
summarized below:
1) Comments were received from the NC Division of Marine Fisheries (NC DMF) on
7/28/23, detailing concerns with the proposed project and impacts to coastal wetlands and
submerged aquatic vegetation (SAV) and the proposed SAV mitigation. These
comments have been included as an attachment within this email.
2) Comments were received by the Division of Water Resources (DWR) requesting that the
project be placed on hold until additional information regarding the resource concerns of
Wetland and SAV impacts and inconsistencies in the application information. In
accordance with 15A NCAC 07H.0208(a)(2)(B), it is the policy of this Division that,
prior to taking final action on a project of this nature, a Water Quality Certification for
the proposed development must first be approved by the DWR. These comments have
been included as an attachment within this email.
Note: Comments were received in 2021 from the North Carolina Department of Natural and
Cultural Resources State Historic Preservation Office requesting a comprehensive archeological
survey to be conducted on the proposed property. These comments have been previously
provided and are included as an attachment within this email.
Note: Additionally, the Division is awaiting comments from other regulatory and resource
agencies including but not limited to the North Carolina Wildlife Resources Commission, United
States Fish and Wildlife Service, and National Marine Fisheries Service in association with the

United States Army Corps of Engineers. Any comments of note will be forwarded upon receipt
by DCM.
On August 3, 2023, the DWR placed the project on hold as proposed and requested additional
information. I have provided the state agency comments and the DWR hold letter within this
email notification for your reference.
Therefore, it is necessary that processing of your permit application be placed in abeyance until
such time as the required information is accepted by the resource agencies and final comments
have been provided.
