Salisbury Street 1612 Mail Service Center Raleigh, NC 27699-1612 RE: 2023 City of Thomasville Annual Report (NCS000436) Dear Mr. Reed: We are submitting this letter in response to the MS4 Annual Reporting guidance for the City of Thomasville that was audited during the 2022-2023 annual reporting cycle. On April 24, 2023, the staff from the North Carolina Department of Environmental Quality(DEQ) conducted a compliance audit of the City of Thomasville's NPDES Municipal Separate Storm Water System (MS4) Permit.The following minimum control measures were evaluated: • Program Implementation, Documentation &Assessment • Illicit Discharge Detection and Elimination • Post-Construction Site Runoff Controls • Pollution Prevention and Good Housekeeping for Municipal Operations On June 21, 2023, DEQ issued a Notice of Deficiency (NOD-2023-PC-0138) and MS4 Audit Report to the City of Thomasville. The following actions were required: 1. Within 30 calendar days respond in writing to acknowledge these requirements and the intent to comply. The Town submitted the letter to comply on July 17, 2023. 2. Within 120 calendar days from the date of receipt of this letter, develop a Draft Stormwater Management Plan (SWMP). These items are currently being reviewed and completed. 3. Submit an NPDES MS4 permit application within 30 days of receiving written DEQ concurrence that the submitted Draft SWMP documents a compliant stormwater management program. The MS4 Permit Application as required by DEQ and will be completed when guidance is received. 4. Respond to public comment on the DRAFT SWMP and submit a Final SWMP for DEQ approval and final permit issuance.This action will be completed when guidance is received. This letter describes the follow-up items that are currently being completed, and as requested it is the DEQ required annual report for the City of Thomasville for the 2023 annual reporting period.
