8. PROJECT SUMMARY:
The project is located at 4532 24th Ave. The applicant is asking to fill and grade 404
jurisdictional wetlands within the 575' AEC for the construction of a single-family residence,
decks, driveway and ground level parking.
9. NARRATIVE DESCRIPTION:
The project is located at 4532 24th Ave. in North Topsail Beach, Onslow County. The project
site is currently an undeveloped 7,998 sf tract that is at the street end of 24th Ave. The
applicant is proposing to fill 404 jurisdictional wetlands in order to construct a single-family
residence with associated ground level parking, decks and construction of a driveway.
The Town of North Topsail Beach Land Use Plan classifies this property as single-family
residential with all parts of the AEC classified Conservation. There are residential properties to
the east, west and south of the proj ect area. The proj ect site lot dimensions are 66.80' x 119.60'.
The Division of Water Resources classifies this area as SA, ORW and the adjacent waters are
designated as a Primary Nursery Area. The lot does not extend to normal high water and is not
riparian.
10. PROJECT DESCRIPTION:
The property is an undeveloped 7,998 sf lot that would serve one single-family residence. The
current proposal is for the filling and grading of approximately 796 square feet of 404
jurisdictional wetlands and the shading of 272 sf of wetlands in order to construct a single-
family residence with open decks, driveway and parking.
The applicant is proposing to grade and fill 550 sf of jurisdictional wetlands for the
construction of a 1,392-sf home and 246 sf of jurisdictional wetlands for the construction of a
driveway within the 575' ORW AEC. They are also proposing stacked open decks along the
north side of the home. The deck dimensions would be 8' x 34' and a height of 13.5' above
MSL (wetlands). A total of 1,910 square feet of the lot would be graded, filled or disturbed
during the process. The proposed impervious surface for the entire tract is 24 % (includes
home, ground level parking, decks and driveway).
11. ANTICIPATED IMPACTS:
The proposed development would fill, grade and shade 1,910 sf of the existing lot which includes
550 sf of jurisdictional wetlands during construction of the single-family residence, 246 sf of
jurisdictional wetlands during driveway construction and shading of 240 sf of jurisdictional
wetlands with the proposed stacked open deck construction. The house footprint within the 575'
ORW AEC would be 1,392 sf, stacked open decks 8' x 34' at a height of 13.5' above MSL and
246 sf for the driveway construction. The total impervious within the 575' AEC would be 24 %
(includes home, ground level parking, decks and driveway).
