Enclosures (1) and (2) contain the cover page for each permit. MCIEAST-MCB CAMLEJ requests permit rescissions for both of the aforementioned NPDES permits. All site work within each of these borrow pits is complete. Ms. Joanne Steenhuis, with the Division of Water Resources (DWR) Wilmington Regional Office (WRO) , conducted an inspection of borrow pits 2, 3, and 10 on 27 May 2015. All borrow pits were considered to be in compliance. Copies of these inspection reports are included as Enclosures (3) and (4) . I conducted the inspection on May 27, 2015 and met with Mike Taylor from EMD. The Division of Water Resources (Division) appreciates the assistance and information provided by Mike Taylor and information provided by Carl Owen during the inspection procedure. Borrow pits 2 &3 are covered under an NPDES Individual Permit NC 0089061 for discharges of wastewater associated with wet mining/dewatering. It is my understanding that during the mining of pit 3,there was no discharge to Northeast Creek. It is also my understanding that the pit Is now reclaimed(although you still will have to officially close it out with the Division of Energy,Mining and Land Resources). Pit 2 was never excavated and It is my understanding that the MCB Camp Lejeune will not be using this site for borrow. I have enclosed a copy of the inspection details. At this time,you are considered to be in compliance and the Wilmington Regional Office recommends and supports Camp Lejeune requesting a rescission of the NPDES Permit NC0089061.
