Facility Summary
Greensboro Terminal I is an industrial facility (flow < 1 MGD) operating a Surface -Water Pollution Control
System for stormwater in proximity to above -ground storage tanks (ASTs) for surface bulk -storage of
petroleum hydrocarbon fuels in excess of one million gallons, and ethanol. The existing treatment
components at the facility are the following:
• Truck loading rack drains
• Oil/water separator
• Waste -holding tank (contents hauled offsite for disposal)
• Dike containment areas
• Retention pond
• Discharge control valve, manually operated (normally closed)
• Totalizing meter at discharge structure
• Dry -ditch draining to discharge point
This facility was previously owned by Magellan Terminals Holdings but purchased by Buckeye S E
Terminals in July 2022. The Change of Ownership form could not be found in the physical permit file nor
in the electronic document repository (Laserfiche), however the ownership and contact information for this
facility was confirmed to be Buckeye S E Terminals during this renewal and DWR's database has been
updated accordingly. See email communication attached.
Renewal Summary
This renewal contains the following changes:
• Corrected the parameter code for Oil & Grease from [00556] to [00552].
• Removed footnote for Naphthalene in A. (1).
Fact Sheet for Renewal
June 2023 - NPDES Permit NC0074578 - Page 1
• Updated footnote for Turbidity in A. (1).
• Updated Section A. (2) and corresponding footnote in A. (1) with correct language for Annual,
Acute 24-hour WET testing [TAE6C], per permitting guidance for Petroleum Bulk -Storage
facilities.
• Updated Section A. (4) and footnote #1 in Section A. (1) to reflect current federal requirements for
Electronic Reporting of Discharge Monitoring Reports.
Changes from draft permit to final:
• Updated Section A. (2) and corresponding footnote in A. (1) with language for Annual, Acute 24-
hour Pass/Fail WET testing [TGE6C], per discussions with ATB.
Comuliance History
Greensboro Terminal I has had no enforcements or violations during the past permit cycle. The most recent
inspection (July 2018) showed the facility to be in compliance.
Whole Effluent Toxicity (WET) Testing
In accordance with current permitting strategies for Petroleum Bulk -Storage facilities (see Sept 2005
Strategy), WET testing is required in this permit as an Acute, Pass/Fail 24-hour WET test with Fathead
Minnow (Pimephales promelas). Based on feedback from ATB, the Acute test for Bulk Storage facilities
discharging to freshwater has been changed to TGE6C at 90%.
This facility has passed all toxicity tests over the past four years and will therefore continue to test
Annually. However, if the permittee fails any toxicity test, they will be required to test each subsequent
discharge until receiving a "pass" result, and monitoring will be changed to Quarterly thereafter.
Reasonable Potential Analysis
A reasonable potential analysis (RPA) was conducted on effluent toxicant data collected between October
2018 and March 2023. A flow of 0.3575 MGD was used in the RPA based on the maximum, monthly
average flow during the past three years.
There were a few inconsistencies with the data for Total Recoverable Phenolics that have been brought to
the permittee's attention. Travis Pinnock with Buckeye provided corrected data and will be submitting
corrected eDMRs.
Based on this analysis, the following permitting actions are proposed for this permit:
• Benzene — effluent data showed no detections; monitoring kept at Monthly per current permitting
strategy for Petroleum Bulk -Storage facilities.
• Toluene — effluent data showed no detections; monitoring kept at Monthly per current permitting
strategy for Petroleum Bulk -Storage facilities.
• Ethylbenzene — effluent data showed no detections; monitoring kept at Monthly per current
permitting strategy for Petroleum Bulk -Storage facilities.
• Xylenes Mixture — effluent data showed no detections; monitoring kept at Monthly per current
permitting strategy for Petroleum Bulk -Storage facilities.
• Naphthalene — effluent data showed no detections; monitoring kept at Monthly per current
permitting strategy for Petroleum Bulk -Storage facilities.
• MTBE — effluent data showed no detections; monitoring kept at Quarterly per current permitting
strategy for Petroleum Bulk -Storage facilities.
Fact Sheet for Renewal
June 2023 - NPDES Permit NC0074578 - Page 2
• Phenolic Compounds — effluent data did not show a reasonable potential to exceed WQS of 300
µg/L; monitoring kept at Monthly as it was detected.
Comments on Draft Permit
• ATB stated that the previously recommended WET test [TAE6C] was for a multi -concentration test
instead of Pass/Fail. After further discussions with permitting staff, it was decided that for these
types of facilities (i.e. Bulk Storage, simple wastestream) going to freshwater, the recommended
test should be Acute, 24-hr Pass/Fail with the Fathead Minnow at 90% effluent concentration
[TGE6C]. The permit has been updated accordingly for issuance.

The renewal application arrived in 2021. The ownership was changed in 2022.
Since the permit was in-house for renewal, I didn't issue a permit mod because I couldn't put a new
expiration date on the expired permit.
The ownership change form isn't in Laserfiche, so it should be in the permit file. I'm sorry, Sydney. I
don't know why the ownership change form isn't in Laserfiche.
I called the terminal this morning. Buckeye definitely owns the terminal. The affiliations in BIMS are
all correct, so you can address the draft to Carl Ostach [the Owner], etc.

Subject: Ownership Question - Greensboro Terminal I (NC0074578)
Hey Charles,
I'm working on the renewal for the Greensboro Terminal I and noticed that in BIMS the owner is
Buckeye S E Terminals, but the renewal application and all documents in Laserfiche are from
Magellan Terminal Holdings, L.P.
I saw that you processed an ownership change back in 2022. Do you know where the change of
ownership form is for Magellan 4 Buckeye?
Thanks,
Sydney Carpenter (she/her)

Hi Travis,
Our system is now showing Kevin Burke (kburke(@buckeye.com) as the new owner contact. Is this
correct?

Importance: High
Hello,
In order to provide more convenience, control, and security to our permittees and assist them in
processing their transactions, The Division of Water Resources is currently transitioning towards
electronic correspondence. This will hopefully provide more efficient service to our permittees and
other partners and will allow us to more effectively process and track documents. We are writing to
ask you for your approval of the transmittal of documents related to your permitting and related
activities with the Division in an electronic format. Documents will be emailed to the appropriate
contact person(s) in your organization in a PDF format.
Please respond to me through email with verification that transmittal of your documents in an
electronic manner is acceptable to you.
Thanks,
