The purpose of the meeting was to coordinate with the Design-Build team, NCDOT, the US Army Corps of Engineers and the NC Division of Water Resources on the Asheboro Bypass design-build proj ect. L Tina Swiezy gave an overview of the design-build team's schedule for the 4B and 4C meetings as well as the permit application. The project has roughly 60 permit sites. The team plans on having two 4B and 4C meetings %r the project. NCDOT Hydraulics and Design-Build will work together to secure the following 4B and 4C dates. a. 4B Meeting 1— October 21, 2015 b. 4B Meeting 2— November ] 2, 2015 c. 4C Meeting 1— December 16, 2015 d. 4C Meeting 2— January 14, 2015 p ;a �����a � � �� � The design-build team also anticipates field meetings the week after the 4B Meetings. The design-build team will let NCDOT know exact proposed dates so these can be scheduled. The meetings are anticipated during the following weeks: a. Field Meeting 1— Week of October 26, 2015 b. Field Meeting 2— Weelc of November 16, 2015 2. The design build team's schedule anticipates sending the permit application to NCDOT for review on January 28, 2016. The permit application is expected to be sent the Corps of Engineer and the Division of Water Resources on March 4, 2016. There was general discussion about the NCDOT review time frames for the permit application. NCDOT will discuss the review time internally and coordinate with the design-build team. 3. The project was originally divided into 5 sections (R-2635AA, R-2635AB, R-2635B, R-2635C, R- 2635D). Previous correspondence and documentation regarding the project between NCDOT and the review agencies references these project numbers and the stream/wetland IDs from the Jurisdictional Determination. The design build team has divided the project into three sections (Section 1, Section 2, and Section 3) for design and construction. The design-build team will reference the original TIP numbers and stream/wetland designations from the jurisdictional deterinination when discussing sites at the 4B/4C meetings and on the permit drawings. The design-build teain should not submit large amounts of data to NCDOT for review without an official submittal. 5. The current Hydraulics Unit guidelines for 4B/4C drawings that show drainage in red, jurisdictional features in blue and the roadway in black and white will be used. 6. The project potentially includes on-site mitigation work. Andy Williams with Corps of Engineers noted that since 2008 the Corps of Engineers utilizes the following hierarchy for their mitigation priority: a. Mitigation Banks b. In lieu fee programs c. On-site mitigation If on-site mitigation is pursued for the project it will need to be demonstrated why the on-site mitigation is better that what can be provided by EEP. The EEP acceptance letter for the project has already been received by NCDOT. The NCDOT NES section will investigate what projects the EEP already has on the ground in this area and let Andy know what these are. Andy noted that if on-site mitigation is used a permit condition will be added that additional mitigation will be provided if the on-site mitigation fails. 7. The Corps of Engineers would like to visit any mitigation site that the DOT is planning on pursuing. For stream site SQ, DOT will send the jurisdictional assessment forms io the Corps to see what the stream condition was at the time of that assessment. 8. LeiLani Paugh noted that the price of the land is included in the uni� price for mitigation on the RFP. LeiLani will send a copy of the standard easement agreement NCDOT uses for mitigation sites to the design build team for review. �3� Action Items • The NCDOT Hydraulics and Design-Build Units will work together to secure the 4B and 4C dates noted in these minutes. • The design build team will send priority dates for the field meetings to NCDOT so that the field meetings can be scheduled. • NCDOT wil] discuss the review time for the permit application internally and coordinate with the design- build team. • The NCDOT NES section will investigate what projects the EEP already has on the ground in the project area and let Andy Williams know what they are. • For stream site SQ, the NCDOT NES will send the jurisdictional assessment forms to the Corps to see what the stream condition was at the time of that assessment. • LeiLani Paugh will send a copy of the standard easement agreement NCDOT uses for mitigation sites to the design build team for review.
