On July 27, 2023, Division of Water Resources staff Caitlin Caudle conducted a routine
compliance inspection at the Town of Dobson WWTP. Michael Frazier, WWTP ORC, was
present during the entire inspection. A review of records, storage facilities, and in -office
review of application fields was completed. This review reflected non-compliance with the
subject permit. The following violation was noted:
Per Permit Condition IV.8, an annual report shall be submitted on or before March
1st following the reporting year. The 2022 Annual Report was provided during the
inspection. This is a violation of the subject permit as the 2022 Annual Report
was submitted late. This was also noted in correspondence dated September
9, 2022.
As a reminder, per Permit Condition 1.3 a permit renewal application shall be submitted
by December 3, 2023. The permit renewal application can be found here:

Inspection Summary:
On July 27, 2023, Division of Water Resources staff Caitlin Caudle conducted a routine compliance inspection at the Town of
Dobson WWTP. Michael Frazier, WWTP ORC, was present during the entire inspection. A review of records, storage

Please review the subject permit carefully before conducting any land application events and notify Ms. Caudle 24 hours
before commencing land application.
Other observations:
• The WWTP sends all residuals to the Mount Airy WWTP as return activated sludge. The Town of Dobson sends fresh
water to the Mount Airy CS to maintain a lift station.
• For 100,000 gallons of water used, Mount Airy WWTP accepts 4,000 gallons RAS.
• Flows at the WWTP average 160,000 to 200,000 GPD. The plant is permitted for 350,000 GPD.
• Samples were last collected for the 2019 permit renewal.
• Two 100,000 gallon digestors are used for storage. One digestor is designed for lime stabilization.
• Land application has not occurred since 2007.
