Per Article 401 of the Federal Energy Regulatory Commission (FERC) New License for the Yadkin -Pee Dee Hydroelectric
Project we are submitting for your review and comment the draft Aquatic Life Monitoring Study Plan (Study
Plan). Attached is a cover letter providing background along with the draft Study Plan and other supporting
documents. In all there are four files attached to this email and they are as follows:
Cover letter
Enclosure 1 - 2008 Agency Approved Aquatic Life Monitoring Plan (Plan) in PDF Format
Enclosure 2 — 2015 Draft Aquatic Life Monitoring Plan for review and comment (updated version of the 2008
approved Plan)
Enclosure 3 — Results of the 2008 Baseline Aquatic Life Monitoring Study (Baseline Report) results for review and

The draft Study Plan and accompanying documentation has submitted under separate emails for review and comment
to the following agencies:
• North Carolina Division of Water Resources- North Carolina Department of Environment and Natural
Resources
• North Carolina Wildlife Resources Commission
• South Carolina Department of Natural Resources
• National Marine Fisheries Service
• United States Fish and Wildlife Service
As the cover letter indicates we would like to receive comments /concurrence on the draft Study Plan and 2008 draft
Baseline Report by August 21, 2015. We very much appreciate you working with us to meet our FERC License
compliance requirements and if you have any questions please let us know.

Mr. John Dorney, along with Todd Ewing of the North Carolina Wildlife Resources Commission
(NCWRC) and Mr. Jim Mead of the NC Department of Environment and Natural Resources
(NCDENR) provided comments that were incorporated into the plan (see Enclosure 1). This
study plan was also reviewed by Mr. Jay Sauber who at that time was the head of the Water
Sciences Section and Ms. Trish MacPherson, who was the Biological Assessment Branch
Supervisor. Mr. Bryn Tracy attended a site meeting to work with Progress Energy employees on
selection of the monitoring locations identified in the plan. On June 3, 2008, NCDWQ submitted
a letter to Progress Energy stating that the monitoring plan was acceptable.
Please notify me in writing with your comments and/or concurrence on the Study Plan and the
