Specifically describe measures taken to avoid or minimize the proposed impacts in designing project The project consists of a new roadway crossing to access a third phase of Starmount subdivision The initial design showed the road crossing the creek in 2 locations to maximize the number of lots After the field survey identified the onsite stream we rerouted the road around the creek and pushed it as far south as possible to try and miss the creek entirely However, to allow access to a large portion of the property, it was necessary to cross at the furthest upstream point that could possibly be crossed 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques A road is being built through the stream so there are no construction techniques that will avoid impact There are no areas onsite where there are crossings without permanent impact. 2. Project proponents should discuss the relationship of these requirements to their project with the Regulatory Program of the appropriate U.S. Army Coms of Enaineers District. DATA LIMITATIONS The Service's objective of mapping wetlands and deepwater habitats is to produce reconnaissance level information on the location, type and size of these resources. The maps are prepared from the analysis of high altitude imagery. Wetlands are identified based on vegetation, visible hydrology and geography. A margin of error is inherent in the use of imagery, thus, detailed on- the - ground inspection of any particular site may result in revision of the wetland boundaries or classification established through image analysis. The accuracy of image interpretation depends on the quality of the imagery, the experience of the image analysts, the amount and quality of the collateral data and the amount of ground truth verification work conducted Metadata should be consulted to determine the date of the source imagery used and any mapping problems. Wetlands or other mapped features may have changed since the date of the imagery or field work. There may be occasional differences in polygon boundaries or classifications between the information depicted on the map and the actual conditions on site. DATA EXCLUSIONS Certain wetland habitats are excluded from the National mapping program because of the limitations of aerial imagery as the primary data source used to detect wetlands These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and nearshore coastal waters. Some deepwater reef communities (coral or tuberficid worm reefs) have also been excluded from the inventory. These habitats, because of their depth, go undetected by aerial imagery. DATA PRECAUTIONS Federal, state, and local regulatory agencies with jurisdiction over wetlands may define and describe wetlands in a different manner than that used in this inventory There is no attempt, in either the design or products of this inventory, to define the limits of proprietary jurisdiction of any Federal, state, or local government or to establish the geographical scope of the regulatory programs of government agencies Persons intending to engage in activities involving modifications within or adjacent to wetland areas should seek the advice of appropriate federal, state, or local agencies concerning specified agency regulatory programs and proprietary jurisdictions that may affect such activities. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long- duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B /D, and C /D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink -swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (A /D, B /D, or C /D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes. 55.9% 44.1% 100.0% USDA Natural Resources Web Soil Survey 2/17/2014 d" Conservation Service National Cooperative Soil Survey Page 3 of 4 Culvert Report Hydraflow Express Extension for Autodesk0 AutoCADO Civil 3DO by Autodesk, Inc Wednesday, Apr 22 2015 Pipe 3 Invert Elev Dn (ft) = 429.00 Calculations Pipe Length (ft) = 62.00 Qmin (cfs) = 39.39 Slope ( %) = 4.84 Qmax (cfs) = 39.39 Invert Elev Up (ft) = 432.00 Tailwater Elev (ft) = (dc +D) /2 Rise (in) = 36.0 Shape = Circular Highlighted Span (in) = 36.0 Qtotal (cfs) = 39.39 No. Barrels = 1 Qpipe (cfs) = 39.39 n -Value = 0.013 Qovertop (cfs) = 0.00 Culvert Type = Circular Concrete Veloc Dn (ft/s) = 6.21 Culvert Entrance = Groove end projecting (C) Veloc Up (ft/s) = 7.69 Coeff. Therefore, you don not need to submit anything else to the Corps, or to wait for anything from the Corps. Please reply or call if you have any questions or if I may serve you in any other way.
