Good Afternoon,
We received your application for a new Fast-Track ATC post-construction stormwater permit on 5/24/2023. At this time,
the submission is not administratively complete and cannot be accepted for review in its current condition. Please
provide the following submittal items within 30 calendar days (by close of business on 6/30/2023) so that we may
accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.
2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is
required per 15A NCAC 02H .1043(3)(a)):
Part C2 – Please correct the post-construction program that this project is subject to (Non-coastal HQW
was selected, but this project appears to be located in an Urbanizing Areas (Phase 2) area).
Part D1 – Please provide the applicant contact information (email address and phone number). These
items are required per 15A NCAC 02H .1043(3)(a)(v).
Part D2 – Please provide the name and contact information for the registered agent for the applicant.
Part D4 – Please provide the contact information for the property owners that are not the applicant.
Part E5 – Please include the existing on-site BUA information in this table and revise the percent BUA
value.
2x hard copies of a construction sequence discussing how any future development on the project may be
phased. This item is required per 15A NCAC 02H .1043(3)(g). The construction sequence does not need to be
lengthy, just a brief description of how future development on the project (beyond what is shown on the
plans) will be phased. If no future development is planned for the project, you can simply state that in the
construction sequence. This item is different than the E&SC sequence of construction.
2x hard copies of a plan sheet with the following corrections made:
Wetland delineation or a note on the plans stating that there are no wetlands located on-site. This item
is required per 15A NCAC 02H .1043(3)(f) and Part F4 of the Application. Please also list the name of the
individual that made this determination in a note on the plans.
NOTE: This is an administra?ve completeness review, not a detailed engineering review, there may be other issues that
may be brought up during the engineering review.
While not required for administra?ve completeness, please elaborate on the “overgrown stormwater pond” as shown
on the plans. This stormwater pond may have been required for a 401/Buffer permit and you may need to coordinate
with them for permi?ng (our office does not have a record for this stormwater pond so it does not appear to have been
required/permi?ed through our office).
If these items are received within the s?pulated ?meframe, we can accept the project and begin the review process.
Once accepted, reviews under the Fast-Track permi?ng process can take up to 30 calendar days per statute (one of our
two reviewer posi?ons is currently vacant).
