County: Yancey Document: State Minimum Criteria Checklist Funding: ® State ® Yes ❑ No Permit Type: ❑ Federal usace Project Description: Replace Bridge 120 on SR 1395 (Bald Mountain Rd.) over Jim Creek in Yancey County. The Area of Potential Effects (A.P.E.) is approximately 427 meters (1,400 ft.) long and 60 meters (200 ft.) wide. The A.P.E. includes the area within 214 meters (700 ft.) from each end of the bridge and 30 meters (100ft.) from centerline on each side of the road. No design plans provided. NOTE: A smaller version of this project was reviewed in 2016. An archaeological survey was conducted and a "No National Register of Historic Places -Eligible Archaeological Sites Present" form was submitted on 11/29/2016 (Smith and Brilliant 2016). The current version of the project has a much larger A.P.E.. SUMMARY OF ARCHAEOLOGICAL RESOURCES REVIEW: SURVEYREQUIRED Brief description of review activities, results of review, and conclusions: The 2016 review included an examination of a topographic map, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The current review included a visual examination conducted on 9/7/2018. The bridge is oriented northeast -southwest but is considered north/south for this review. The 2016 survey included an A.P.E. approximately 183 meters (600 ft.) long and 46 meters (150 ft.) wide. That survey identified one isolated find (31YC206**), a single ironstone ceramic, in the southwest quadrant next to the bridge. The 2018 A.P.E. was examined by NCDOT archaeologist Caleb Smith on 9/7/2018. The landuse does not appear to have changed since the 2016 work. One difference is that SR 1402 (Jim Creek Rd.) has been moved a short distance north (towards bridge 120). (The new bridge is located in the approximate location of isolate 31YC206**.) (The 2018 A.P.E. also includes bridge 119 located to the north of bridge 120.) The visit found that there are landforms with a moderate to high potential for prehistoric archaeological sites located outside of the 2016 A.P.E. These are shown on the aerial photograph. There appears to be space for a few more shovel tests in the northwest, northeast, and southwest quadrants. We can complete these investigations using Archaeology Team in-house personnel or one of our on -call firms. Or, if Division 13 would like to manage and complete the survey they can use a NCDOT-prequalifzed archaeologist under contract with one of Division's on -call firms. We can provide a scope of work for the Division to use, but we do need to know within seven days which path the Division plans to follow. All products produced by the Division's consultant will need to be submitted to the Archaeology Team for review, acceptance, and submittal to the Office of State Archaeology (OSA) as per the Programmatic Agreement (PA). We would be happy to discuss this approach with you.
