Project Description: Replace Bridge No. 120 on SR 1395 (Bald Mountain Road) over Jim
Creek (to be stage -constructed on current alignment).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW

potential effects.

REVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb initially reviewed on 3 March 2016 and
yielded no NR, SL, DE, LD, or SS properties in the Area of Potential Effects (APE). Yancey County current
GIS mapping, aerial photography, and tax information indicated an APE of cleared fields and parcels with
several residential and agricultural resources dating from the 1940s-1970s (viewed 3 March 2016).
Original APE extends 400 feet from either end of the existing bridge (NE -SW) and 150 feet to either side
of the SR 1395 (Bald Mountain Road) centerline (NW -SE) to encompass proposed construction (see
attached).
The APE intersects several large parcels containing unexceptional resources located outside the APE and
well beyond likely project impact. A circa-1950 barn stands to the south and north of the bridge within
the APE; both buildings are greatly modified. Constructed in 1951, Bridge No. 120 is not eligible for the
National Register according to the NCDOT Historic Bridge Survey as it is not representative of any
distinctive engineering or aesthetic type.
The comprehensive county architectural survey (1981) and later studies include no properties in the APE.
No National Register -listed properties are located within the APE. On -site investigation conducted on 13
June 2016 confirmed the location and character of the resources.
Expansion of the study area to the SW and NE (see attached), as well as altered project and WBS
numbers, was communicated to NCDOT- Historic Architecture in May 2018. Review of added areas
yielded mostly residential and agricultural resources post-dating 1970 and several resources dating to the
1930s-40s that are unexceptional examples of their types. Bridge Numbers 175 and 202, constructed

respectively in 1963 and 1960, are, like Number 120, not NR eligible.
As no significant architectural or landscape resources are present in the APE, a finding of "no historic
properties affected" will satisfy both GS 121-12(a) and Section 106 compliance requirements.
Should the design of the project change, please notify NCDOT Historic Architecture
as additional review may be necessary.
