Subject: Silt Loss at Site #2 and Potential Shut Down Notice
Jose,
As you may know we lost quite a bit of sediment at Site 2 on the C203484 project. This was reported yesterday to the
agencies around lunch and it was added to the erosion report around the same time. This was labeled as Urgent on the
NPDES form and included cleaning up the silt and more importantly repairing the EC devices in this area and adding
additional measures to protect this area. I spoke with Scott W., Jorge, Carlos and Raymond today onsite about the
importance of cleaning up this area and protecting it. We told them that Dave W. with The Division of Water Resources
was personally coming out to see this area at 1PM today. We told them the importance of having all available crews
cleaning up these areas and protecting them within 24 hours. Jorge Carlos and Raymond stated that they would move
extra men over to work on these areas.
I was just notified by Amy Euliss and Scott W. that there is little effort going on in this area and that there are 8 men with
buckets cleaning out the stream, however there is no one on site repairing the measures in this area. This does not fare
well for you and it appears it could mean that we receive an NOV as Dave is not happy with what he is seeing. I know
that Amy, myself and Scott feel the same way.
Phil was gracious not to give an ICA yesterday (and really over the basin issue the other week since you had so many
people working to fix the issues). That effort stopped yesterday and I have no choice but to ensure that we do all we can
to protect these sites and follow the stipulations set forth by the permits. Honestly I think Roger has been a step in the
right direction and he has helped the project, however he is one person and for a job this size and with this much open
area, a larger force will be necessary.
