The purpose of this project is to replace 2 failing bridges one with a culvert and one with another bridge
3e. Describe the overall project in detail, including the type of equipment to be used:
The existing bridge over Otter Creek is a two (2) span 40’ x 20’ structure is structurally deficient and in need of
replacement. NCDOT proposes to replace with a 2 span 103 X 25 bridge. The overflow bridge is a 2 span 40’X 20’
bridge as well and will be replaced with a 35’wide X 9’ tall aluminum bow culvert with 32’ in length with headwalls and
wingwalls. Based on hydraulic calculations and observations made on-site after heavy rain events, NCDOT believes that
this site will be adequately served by this configuration. Most of the work will be performed with an excavator. Clean
earthen fill will be used to backfill over pipe and behind the headwalls.

The bridge to bridge replacement does not have any impacts. The culvert was designed on existing alignment and utilizes
headwalls and wingwalls in order to minimize culvert length/stream impacts.

Comments: All stormwater runoff outlets associated with bridge are via riprap
aprons outside of the buffers to existing grass-lined ditches. Since we are changing
the other structure from bridge to culvert stormwater will no longer be concentrated
on a bridge deck or through drain holes, therefore reducing the occurrence of
concentrated flow associated with this structure. Hereafter stormwater will be
allowed to sheetflow and dissipate across vegetated shoulders and buffers.

NCNHP Databases indicated no occurrences of endangered species in the vicinity. Furthermore, existing stream
conditions are not compatible with the habitat required for endangered mussels and there is no significant amount of
