Hi Paul,
No worries! He has all the closeout reports for the Carolina Cottages projects. Unfortunately, they all have different
project numbers than the one tied to the COC. Heads up there are going to be a couple other builders that are going to
be in this same boat(Unity Three Builders and CB Pugh Enterprises.) Looking at the database, they also used the master
permit number instead of their own.
Looks like the last date of our email chain was 3/7/23.

Hi. I'm sorry that I did not remember that you had responded to NCC192234. Normally, the NOT application requires an
erosionsed inspection closeout report. It sounds as though that cannot be issued in this case. For NOT documentation,
I will include RO emails explaining the situation??? Kimberly, do you happen to remember when you sent the email that
Mr. Greenwood references??? If you don't, I can try to search my emails. Thx.

To prevent mass confusion, I was reviewing past emails and saw this correspondence between you and
Kimberly, see below.
All reports have been closed out for Carolina Cottage Company except for WAKE-2018-027 which is the
master ESC permit for the City of Raleigh and has nothing to do with Carolina Cottage Company. Pls correct
me if I am wrong.
From Kimberly:
East College Park is definitely a different kind of beast. WAKE-2018-027 is the master development
plan for East College Park and City of Raleigh is the FRO. Individual builders then obtained lot plans
(and COCs) from us independent of the master plan. All of the projects by the Carolina Cottage builder
can be closed but not WAKE-2018-027. These are separate from the master plan. Looks like Carolina
Cottage COC is NCC192234.

Per Kimberly's email below, the inspections have already been completed so no further inspections for
Carolina Cottage Co are required.
So, do I submit now the E-NOT form and the Notice of Termination Certification forms?

That master ESC permit(WAKE-2018-027) that Paul is referring to was applied for by the City of Raleigh and should not
be tied to Carolina Cottage (also see our email chain dated 1/20-2/2/23.) Each builder was responsible for getting an
ESC lot plan as part of the Raleigh master plan. The builder's individual plan ID numbers should have been the ones used
to obtain the Certificate of Coverage (COC) and not the Raleigh master plan permit ID number. I think that is where the
confusion is coming from. I had an email chain with Paul Clark who is with the downtown stormwater permitting group
back in February to explain what was going on as the ESC permitting process for this project was different(please see
excerpt below and forward to Paul as needed.)
All the Carolina Cottage ESC permitted projects that were required to have a Certificate of Coverage under stormwater
were closed out and the inspection reports emailed to you on 01/30/23. There are two Carolina Cottage plans that
predate the COC requirement. Let me know if I need to resend those closeout reports.

inspection report that has been done before I can close out our permit by submitting both the Notice of
Termination request form and the Notice of Termination Certification Form.

(attached) is uploaded as part of the eNOT process. NCDEQ-DEMLR-Raleigh Regional Office would have
issued the inspection closeout report.

done and also provide it to you.
This closeout report is one of the items uploaded as part of the eNOT process.
