Subject: Request for a Nationwide Permit 3 and 401 Water Quality Certification for the replacement of
Bridge #9 over unnamed canal to the Scuppernong River on NC 94 in Tyrrell County.
WBS # 17BP.1.R.59
The North Carolina Department of Transportation is requesting the issuance of a Nationwide
Permit 3 and 401 Water Quality Certification for the replacement of Bridge #9 in Columbia, Tyn•ell
County. The bridge is located on NC 94 approximately 0.20 miles south of US 64. The bridge spans an
unnamed canal to the Scuppernong River and is classified by NCDWR as class SC waters. Bridge #9 is
currently a four span timber structure measuring 68 ft. long X 39 ft. wide with three interior bents on timber
piles and four steel crutch bents. The bridge deck is composed of a concrete surface. This structure will be
removed using NCDOT's guidelines for bridge removal. The proposed bridge will be replaced on its
existing alignment. The new bridge structure will be a two-span 21" precast concrete cored slab structure;
80 ft. long X 40 ft. wide. Jurisdictional wetland impacts have been minimized, resulting in 0.02 acres of
pertnanent wetland fill, 0.002 acres of permanent hand clearing in wetlands, and 0.05 acres of temporary
hand clearing in wetlands. Stabilization of one fill slope will result in 0.014 acres of surface water impacts.
An off-site detour will be utilized during construction. This bridge is following the Low Impact Bridge
Process established by FHWA, NCDOT, and Regulatory Agencies.
