Dear Mrs. Higgins,
We are hereby notifying NCDWR of the project status for the M. St. Square Project (DWQ Project #: 05-
1953), USACE Action ID #: 200520531 in accordance with the NWP 27, 404 Water Quality Permit issued
for the Main Street Square Project, Holly Springs, NC August 5 "i, 2008. This letter is to inform you of
proposed work within the jurisdictional Neuse River Buffer and we are hereby requesting an amendment to
the approved permit dated August 5"', 2008.
The wetland impacts associated with the project have been accomplished and further, elevated boardwalks
crossing two streams perpendicularly will be installed in the near future (See Enclosed Maps). USACE has
also been notified to make sure everyone is informed considering the delays that have occurred with this
project. Neuse River Buffers will be impacted and indicated on the impact maps that are enclosed, which
will result in slightly more impacts than anticipated in the original permit. Zone 1 impacts increase from
3,600 1`12 to 4,994 112 and Zone 2 impacts increase from 2,400 112 to 5,119 112 for the original two
boardwalks.
It is our understanding NC Session Law 2010 -177 extended existing approvals based on the recession,
which this project was subject. As we understand, additional impacts are associated with an "allowable"
activity in the buffer. All work proposed is within the guidance and requirements of the existing Water
Quality Permit and we are only requesting an amendment to the approved permit. Attached is the Riparian
Buffer Authorization Form with the revised proposed NRB impacts. Please let us know if you need
