Subject: Stormwater Permit No. SW8 960912MOD
American Auto & Finance
High Density Project
New Hanover County
Dear Mr. Griffin:
The Wilmington Regional Office received a complete, modified Stormwater Management
Permit Application for American Auto & Finance on November 7, 2006. Staff review of the
plans and specifications has determined that the project, as proposed, will comply with the
Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No.
SW8 960912MOD dated November 14, 2006, for the construction of the subject project.
This permit shall be effective from the date of issuance until November 14, 2016, and shall be
subject to the conditions and limitations as specified therein. Please pay special attention to
the Operation and Maintenance requirements in this permit. Failure to establish an adequate
system for operation and maintenance of the stormwater management system will result in
future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have
the right to request an adjudicatory hearing upon written request within sixty (60) days
following receipt of this permit. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such demands
are made this permit shall be final and binding.
If you have any questions, or need additional information concerning this matter, please
contact Chris Baker, or me at (910) 796-7215.

STORMWATER NARRATIVE
AMERICAN AUTO & FINANCE
NEW RANOVER COUNTY, NC
SITE DESCRIPTION
This +/- 1.43 acre site is located on Carolina Beach Road (S.R. 421) in New Hanover County,
North Carolina. The site has previously been developed by American Auto & Finance as a high
density project in 1996 and permitted by NCDWQ (Permit No. SW8 960912). The project will
consist of the construction of an additional commercial building and related site improvements.
The previous permit allocated future impervious area and the previous pond was sized to
accommodate future impervious area for the State's regulations. The initial pond was allowed to
be constructed due the site being farther than '/z mile from SA waters. A chlorides test was
performed back in 1996 that allowed the project to be permitted with a wet pond. However, New
Hanover County has developed stormwater regulations and the pond must be made larger in
order to meet the County's requirements. The proposed disturbed area for this project is 0.70
acres and the total amount of impervious area draining to the stormwater management pond is
62.5%. The erosion control plan identifies the appropriate measures to be implemented for
erosion control purposes during construction of the infrastructure associated with this
development.
SOILS
The soils for the American Auto & Finance project consist of Leon (Hydrologic Soil Group B/D)
and Kureb (Hydrologic Soil Group A).
STORM DRAINAGE DESIGN
The primary stormwater measure for this project is an expansion of an existing pond located in
the northeast corner of the site. The stormwater will be conveyed via a piped system to the
proposed pond by a drop inlet within the parking area and by sheet flow off the parking to a
grassed swale that conveys the runoff to the forebay. The proposed wet detention pond is
designed to control the post development peak discharge of the 2-yr, 10-yr, and 25-yr storm
events so as not to exceed the pre -development peak runoff discharge rate for the same storms to
meet New Hanover County's Stormwater Regulations.
