Dear Ms. Rogers-Vickers:

On June 7, 2023, Dorothy Robson and Michael Hall from the Raleigh Regional Office visited
your facility to evaluate compliance with the Nondischarge Permit WQ0002428.

Division records indicate the facility operates a wastewater collection, treatment, and irrigation
facility.

During the inspection, the following was observed:

Schedule (Section I of permit):
1. The facility is currently under construction for the lagoon liners and wet wells. As a reminder,
the permittee shall:
a. upon completion of construction and prior to operation, please submit a final
engineering certification that the permitted facility has been constructed in
accordance with G.S. 143-201.1, Administrative Code Title 15A Subchapter 02T,
this permit, and the Division-approved plans and specifications.
b. Notify the Raleigh Regional Office at least two business days in advance of initial
operation of the new construction so that the Division can conduct a start-up
inspection.

Performance (Section II):
2. The facility maintains and operates the wastewater and irrigation facilities as described in the
permit.
3. Effluent quality has not exceeded parameter limits as specified in Attachment A.

Operation and Maintenance (O&M) (Section III):
4. The permittee is responsible for the O&M of the WWTF and irrigation system with no
discharge to surface waters. An O&M Plan, Spill control prevention plan (SPCP), and safety
measures are readily available and observed.
5. The wastewater lagoon and chlorine tablet chambers were observed to be well maintained.

6. The lagoons were under construction, but the areas around the lagoons were well
maintained.
7. Vegetative cover on the irrigation areas were well maintained and no ponding or runoff was
observed.
8. Public access is restricted at the wastewater treatment and irrigation facilities.
9. Calibration records were available and compliant with the permit.

Monitoring and Reporting (Section IV):
10. Effluent flow and irrigation rates are in compliance in accordance with the permit.
11. Record tracking documents were well maintained and readily available for review.
12. Freeboard is recorded as described in the permit. At the time of the site visit, the lagoons
were under construction and the lagoon had minimal wastewater in the lagoons.
13. A review of the NDMR and NDARs indicated compliance with the permit.
14. Groundwawter monitoring Reports (GW-59) were up to date and in compliance.

Inspections (Section V):
15. The facility performs maintenance and inspects the facility daily and maintains written and
digital logs.

General Conditions (Section VI):
16. The permittee is in compliance with the permit’s general conditions.
