- He does need to pay again, the prior project was returned as administratively incomplete and was closed out
(please check BIMS to see if it was actually closed out or not, the prior project number should be on the
Application).
- If the SCMs are needed to meet the treatment requirements, they need to be included on these forms, as you
indicated so that we can make sure that they are adequately designed and are being maintained. You can site
15A NCAC 02B .0602(a) which states,

Margie,
Just wanted to clarify a few items while we prepare the requested missing information;
1x application review fee check in the amount of $505. This item is required per 15A NCAC 02H .1042(2). We did
not receive a review fee check in the submittal package. We have already submitted and paid for this project, it
was returned and we were told to resubmit as a new project. Do we pay again?
2x hard copies of the Application with the following corrections made (This item is required per 15A NCAC
02H .1042(2)(a) and per Section VI, 1 of the Application):
Section IV, 1 – The O&M Agreement form, Supplement-EZ form, stormwater narrative, and plan sets
indicate that an infiltration basin is proposed, but this was not mentioned in the description of how the
stormwater runoff will be treated. Please revise as needed. This development is a Low Density project
and we are only required to meet the pre and post volume conditions as well as the difference in the
Channel Protection volume of pre and post that promotes infiltration per the Six Mile/ Goose Creek
requirements to our understanding of the regulations. We are not treating the entire site (low density),
only providing enough control for the difference in volume from pre and post. We are doing that with
the infiltration Basin. We might be misunderstanding what you are asking for here?
1x hard copy of the property deed. This item is required per Section VI, 10 of the Application. Was included in
the package but will send again.
2x signed & sealed hard copies of a plan sheet showing the following:
Wetland delineation or a note on the plans stating that there are no wetlands located on-site. This item
is required per 15A NCAC 02H .1042(2)(g)(iii) & Section VI, 8m of the Application. Please also list the
name of the individual that made this determination in a note on the plans. There are wetlands on-site
and we are not impacting them. Will add that information.
Project boundary delineation with bearings and distances (Required per Section VI, 8i of the Application
and 15A NCAC 02H .1042(2)(g)(ii)). – It is noted that the project boundary was delineated, however
bearings and distances do not appear to be shown on the plan sheets. Will provide. Was informed to
only provide the minimum information needed for stormwater review.
Stormwater maintenance access and easement. This item is required by General MDCs 8 & 9 (15A NCAC
02H .1050(8) & (9)). Will add to the plan.
SCM details. This item is required per Section VI, 8l of the Application and per 15A NCAC
02H .1042(2)(h). Will provide.

Good afternoon,
We received your application for a new post-construction stormwater permit on 10/14/2022. At this time, the
submission is not administratively complete and cannot be accepted for review in its current condition. Please provide
the following submittal items within 30 calendar days (by close of business on 11/16/2022) so that we may accept the
project and begin the review process, otherwise, the project will be returned as administratively incomplete.

NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brought up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our
two reviewer positions is currently vacant).
