Dear Mr. Langfield:
The Municipal Unit of the Division of Water Resources has reviewed the Industrial Waste Survey (IWS)
for Franklin County’s Public Owned Treatment Works (POTW), working under the NPDES Permit
Number NC0069311. The IWS was initially submitted to the Division on March 21st, 2022.
Franklin County’s IWS includes 49 industrial, commercial, and institutional (ICI) users and currently has
1 significant industrial user (SIU) under an Industrial User Permit (IUP) and zero industrial users (IUs)
under Local Permits. Franklin County’s NPDES permits require the proper completion of an IWS.
The review indicates that the IWS is adequate and meets the requirements of 40 CFR 403.8 (f) (2). Please
remember it is the responsibility of the POTW to continue efforts to ensure that any SIU, as defined by
NCAC 15A 2H .0903(b)(30) (A) through (D), is identified and subsequently added to the POTW’s
pretreatment program. This includes evaluating new IUs before they commence discharge and evaluating
existing IUs determined to be not SIUs that make changes to their process.
As a Pretreatment approved POTW, it is essential to keep an up-to-date IWS, and the POTW must be
prepared to present the IWS to the Division upon request. It is mandatory to maintain a precise and current
inventory of IUs for all POTWs. Furthermore, within 180 days of the effective date of any reissued/modified
NPDES permit, the Permittee would be required to submit to the Division a written technical evaluation of
the need to revise local limits (i.e., updated IWS, HWA, LTMP, or documentation of why the update is not
needed). This action may include revising, updating, or adding to the list of SIUs. Pursuant to 15A NCAC
02H .0907(b), either the Division or the Permittee may initiate pretreatment program revisions.
