The email at the very bottom of this correspondence string describes the explanation in detail for the larger pipe. The original pipe diameter was 24 in. and revised pipe diameter is 66 in. requiring a larger dissipator pad at outlet end. Please find attached the revised permit site 5 drawing along with the original for comparison. The larger revised dissipator pad is still within the original permanent impact footprint, converting 0.007 of mechanized clearing to fill (see calculation in correspondence below). NCDOT does not believe that this would require a permit modification but only a notification since permanent impacts and mitigation remain the same. If possible, have the additional area sketched in on the larger Inset A and amount of additional acreage (3 decimal places) of dissipator pad fill. Hey Greg, I'm not sure if anyone in this group is able to provide a revised permit sheet but I went ahead and overlayed the existing permit sheet as best I could with the revised pipe and rip rap pad for your review. If you can take a look at it and get with the agencies to see if they have an issue with it that would be great. Eleni and company, If the agencies are not okay with this, do you think we can reduce the footprint even more by utilizing class 2 rip rap in lieu of the class 1 proposed? Other than that, I didn't have any additional comments other than also requesting revised pipe summary pages if possible once this is finalized. Thanks everyone. Al I, Attached is revised redline plan sheet 10 and profile sheet 34, which have been revised to show the larger pipe due to the additional area from the borrow pit. As Alexis previously mentioned in her email, a pipe data sheet was done for the new 80 acre drainage area and the design required a 66" RCP -IV to meet the HW/D requirement for the 50-year design storm. The standard riprap pad did not fit within the mechanized clearing shown on the permit drawings so it was revised to not extend beyond those limits. A velocity calculation was completed to make sure that the velocity leaving the shorter riprap pad would be non -erosive and a maximum slope was set for the riprap pad to ensure the velocity stays below 2 ft/s. Please review the attached plan and profile and let me know if you have any questions or comments regarding this revision. I know everyone is busy and that this is in the works, but I just wanted to see if there was a finalized length of pipe for this system and if a drainage structure would be needed in the new run like there was in the 24" run? I'll let the NCDOT Hydraulics Unit staff speak to the idea of detention in the borrow area but I am guessing that they will not be in favor of counting on upstream detention to meet the design criteria even if the detention is placed in a deed restriction. Hey Jeff/Alexis, The Division team here is good with using the single 66" pipe run with modifying the rip rap pad as needed to meet our permit and R/W restrictions. Our thought is that we can reduce the footprint of the rip rap outlet pad so that we do not encroach beyond the mechanized clearing or R/W limits and to offset the reduction in size, we could utilize class 2 rip rap instead of the standard class B. If you don't have any concerns with meeting any discharge requirements with that setup lets go ahead and proceed with that option. That being said, not to throw another kink in things but in my preliminary discussions with the Contractor to let them know that this is coming, they threw out that since they own the property, they would be willing to have a permanent basin remain on that property and work that into the deed when they get rid of the property. I know we briefly discussed that as an option on the conference call we had and it was a less than favorable option but I wanted to throw it out there one more time since they made that statement to me as well. There could be some cost savings in this option, however I can see how it could have the potential to be a bit more of a logistical mess in the long run. Assuming we hold the inverts and all the other cross pipes/ditch work where it is the new single cross pipe would be a 66" RCP -IV. It would have roughly 27' cover and would meet the headwater control elevation in the ditch line for the 50 year design storm. The standard riprap pad length is 4*diameter of the pipe. Without modifying the shape of the riprap pad from the standard, work would go outside the mechanized clearing range (yellow shape is the pad for a 66") and the right-of-way for the project. Dual 48" pipes would also work. The rip rap pads would also need to be modified to fit within the mechanized clearing limits but the modification needed would be much more minor. Please let me know your thoughts and we can revise the plan in the area. We received the request below to look at the drainage on U-2519BA (Fayetteville Outer Loop). I have added a pdf to what Ben sent (Borrow Pit Exibit.pdf) that overlays the borrow pit with the drainage file. You can see that the borrow pit will take most of the drainage area from the 54" RCP at 419+50 and the 24" RCP at 411+50 and send that drainage area to the 24" RCP at 418+75 +/-. All of these pipes discharge to the wetland that runs along Stewarts Creek but the change will result in a large increase in flow to the pipe at 418+75, and decreases at the other locations. Do you have a few minutes to discuss tomorrow (6/28)? 1 will be out of town from the 29th through the 4th but Alexis can answer questions while I am away. Good morning gentlemen, I have come across a drainage concern that probably needs to be investigated. I wish I would have caught it earlier since the two 24" pipe runs and the 54" pipe run have already been installed, however, if we happen to be undersized and need to consider a modification, now would be the time to make that adjustment. At the time of design the property to the East of the project from station 401+00 to beyond station 431+00 was all a field/lightly wooded area that all drained down towards the project. This however has now changed because the Contractor purchased a large tract of land (40+ acres) there to utilize for their borrow pit. With them creating a pit there, the sheet flow from that property is now directed down to one of our 24" pipe runs and the wetlands near the bridges just south of station 401+00. I have attached a couple plan sheets that I marked up as well as a copy of their borrow pit reclamation plan to show you what we will be working with upon completion of the project. My primary concern is now that they have changed the topography of the land, the 24" pipe run at 408+50 will be getting overwhelmed during rain events. I also have some concerns about the ditch capacity of the base ditch we construct right of -L- from approximate station 399+00 to 403+00. We may also want to consider a finger off of that ditch so that it can help pick up the water that will drain out of the borrow pit in that area. Speaking of fingers, the one at the inlet of the 54" pipe run near station 420+75 could be unnecessary at this time because the drainage area that pipe was expected to pick up has been drastically reduced. The pipe size is potentially also not needed but as I mentioned, it is already installed and therefore might as well remain in place. The ditches along that whole side of the project from station 399+00 to 431+00 have not been constructed yet and maybe they should be modified in shape or size as well due to the new topography.
