Subject: Response to Compliance Inspection Report — Hoffer WTP, NPDES WW Permit No.
NC0076783
Dear Mr. Brantley:
The Fayetteville Public Works Commission (PWC) is in receipt of your Compliance Inspection Report
dated June 30, 2022, regarding the inspection of the Hoffer WTP on June 29, 2022. Upon review of the
report, PWC has noted your concerns about the sludge levels in the lagoon appearing high and offers the
following response.
Wet weather over the last few years has had a large impact to the lagoon and PWC's ability to• divert solids
from accumulating in the lagoon. The wet weather prevented our previous contractor from being able to
effectively dredge the lagoon and land apply these solids at our farm. This has forced PWC to focus on
developing alternative means to achieve effective solids removal.
PWC is lurrently in design on a new Belt Press facility which will be located onsite. This should greatly
reduce tl�e amount of solids ultimately entering the lagoon. PWC fully understands that the Belt Press
Facility is a long-term solution and that incorporation of a short-term solution is needed until construction
of the facility is completed.
PWC's short-term strategy is to solicit bids to remove solids from our lagoon through a vendor that would
be able to dispose of these solids in a landfill, at our farm, or through a recycling operation rather than
transporting dredged material that contains a large.volume of water to a land application site. This will
provide the flexibility to divert dredged solids regardless of weather or availability of our farm. PWC is
�currentlyisolicitinghi_ds-and_plan_to_award_ the contract -by mid-August,_with-the stipulation -of -dredging
operations beginning by the end of October 2022. '
