Foster 5887 Ashbrook Cir High Point, NC 27263 NORTH CAROLINA Environmental Quality July 17, 2023 Subject: Compliance Evaluation Inspection 5887 Ashbrook Cir, High Point, NC 27263 Single -Family Residence Domestic Wastewater Treatment System NPDES WW General Permit No. NCG550000 Certificate of Coverage No. NCG550845 Randolph County Dear Ms. Foster: On May 31, 2023, Division of Water Resources (DWR) Winston-Salem Regional Office (WSRO) staff Jesse Barnes conducted a routine compliance evaluation inspection at the single-family residence wastewater treatment system located at 5887 Ashbrook Circle, High Point, NC 27263, in reference to NPDES general permit NCG550000 and certificate of coverage NCG550845. Ms. Christin Foster, owner, was not present during the inspection. Mr. Barnes spoke to a current resident of the property who was present during the inspection but did not state his name. A review of the subject permit, structures, treatment components, operations, and maintenance was completed. This review reflected non-compliance with the subject permit. Item(s) of concern are listed below. rem(s) of Concern 1. The resident present during the inspection stated that the location and condition of the wastewater treatment system components are unknown. Since the location of the structures are unknown, effluent from the system has not been disinfected with calcium hypochlorite tablets and effluent monitoring has not been conducted as required by Part I, Section C (1.) of the subject permit. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. The following items of concern were noted: 1. The resident present during the inspection stated that the location and condition of the wastewater treatment system components are unknown. Since the location of the structures are unknown, effluent from the system has not been disinfected with calcium hypochlorite tablets and effluent monitoring has not been conducted as required by the subject permit. Other observations: To obtain compliance with the subject permit, please locate all components of the subject wastewater treatment system to evaluate their condition and verify proper operation. The septic tank should be pumped every three to five years. Also, please maintain domestic wastewater disinfection tablets with the active ingredient calcium hypochlorite in the chlorinator tubes and conduct effluent monitoring at the outfall as required by the subject permit. Please see the attached technical bulletin for information regarding the subject permit and its requirements. Key permit requirements are listed below: 1. Annual sampling of the effluent from the system is required. 2. The permittee shall give notice to the Division of any planned physical alterations or additions to the system, including any types of residence/facility expansions. 3. System requirements for existing systems are a septic tank, sand filter, and disinfection apparatus. 4. If the treatment system has a chlorinator or dechlorinator, maintain an adequate supply of tablets to ensure proper operation. Tablets must be designed for domestic wastewater use. Disinfection tablets should contain the active ingredient calcium hypochlorite.
