The Division has reviewed the sanitary sewer overflow (SSO) reports submitted by the City of Winston-Salem for its
April 2023 SSOs. As you know, all SSOs to waters of the state are classified as unpermitted discharges pursuant to
NC General Statute 143-215.1. The Division has considered the conditions for each of the reported incidents and
has determined whether each is deemed a violation or a deficiency, as detailed in the tables below:
