A contributing factor was the scraper drive being down on Clarifier #1. The clarifier being down was reported to Mitch Hayes of the RRO on 1/24/23 by email. The high TSS was immediately reported to Mitch Hayes on 3/21/23. The staff sampled TSS for the next 7 days to try and bring down the average, but the way the BIMS system works the following Sunday (3/26/23) is a new week. The result of that Sunday was 3.3mg/I and would have brought down the weekly average to below the limit of 45mg/l, but it could not be used. While entering the data into the BIMS system I realized the average would not work out, I again emailed Mitch Hayes on 4/25/23 that the weekly average would be exceeded. The weekly average exceedance was also noted on the EDMR. Franklin County staff and management is taking multiple steps to prevent this from happening again, including entering a contract with Underwood and Associates to begin repairs on clarifier #1. The repairs on clarifier #1 are underway with parts ordering. If you have any further questions, please contact our office at 919-556-6177.
