On April 18, 2023, Division of Water Resources staff Jim Gonsiewski conducted a routine compliance
inspection. Keith Jones, Assistant Utility Plant Superintendent, Mark Solan, Utilities Plant Supervisor —
Dryer Facility, Bonnie McKee, Utilities Plant Supervisor — Manson Meads Laboratory, and Devin Shields,
Waste Residuals Technician, were present during the inspection. A review of records, treatment
components, and system operations was completed. This inspection reflected compliance with the subject
permit.

Inspection Summary:
On April 18, 2023, Division of Water Resources staff Jim Gonsiewski conducted a routine compliance inspection. Keith
Jones, Assistant Utility Plant Superintendent, Mark Solan, Utilities Plant Supervisor - Dryer Facility, Bonnie McKee, Utilities
Plant Supervisor - Manson Meads Laboratory, and Devin Shields, Waste Residuals Technician, were present during the
inspection. A review of records, treatment components, and system operations was completed. This inspection reflected
compliance with the subject permit.
The waste treatment system consists of a furnace with a rotating drum which produces a pelletized Class A material.
Biosolids from Archie Elledge WWTP and Muddy Creek WWTP are dewatered using polymers and centrifuge presses
before entering the pelletizer. Pellets that meet Class A requirements are stored in two silos before being transported by Soil
Plus, LLC. Pellets are mostly land applied to agricultural fields. Pellets that do not meet Class A requirements are stored on
a covered concrete pad and hauled to the landfill. A small percentage of pellets are retained and used in the pelletizer to
make more pellets.
Observations:
• New personnel (Mark Solan and Devin Shields) have taken the positions of Bruce Casey and Diane Herndon who both
retired recently.
• The furnace facility is clean and well maintained.
• The residual storage area is also well maintained.
• No problem areas were noted during the inspection. The facility appears to be well managed.
• The furnace and drum were not operating at the time of the inspection as they were being washed out.
• Soil Plus purchases all pellets and distributes them as a third party.
• Biosolids from Archie Elledge WWTP and Muddy Creek WWTP are stored in a single digestor before being dewatered.

transported off

transported to the Winston-Salem Landfill for disposal.
