The Par 18 Evaluation is a useful way to learn evaluating and measure group effort.
Evaluating is an important skill in measuring and improving the group's performance. By examining the
balance between the group and the job, a leader can team how to help the group work together.
Counseling
Counseling is an important skill
• To help people solve problems
• To encourage or reassure people
• To help a Scout reach his potential
You cannot really solve a problem for another person. You can only help him reach his own solution.
Counseling can be effective when a person is
• Undecided (He can't or won't make a decision.)
• Confused (He hasn't enough facts or he has more facts than he can deal with.)
• Uninformed (He knows no solution.)
• Locked in (He knows no alternative way to go.)
Sometimes the person only thinks he has a problem. Counseling may help him discover this. It may clarify
the true nature of the problem.
Counseling can be effective when a person has made a hasty decision and it's too late to change.
• He's worried about the decision. (Was it right?)
• He's worried about the consequences. (What will happen?)
• He didn't consider all the facts.
• He misinterpreted the facts.
• He didn't consider the alternatives.
Counseling may give the person a chance to reconsider and decide what to do.
Counseling is.often like first aid. It relieves minor aches and pains. It's what you do "until the doctor comes."
The patient tells you "where it hurts." You can then get a more experienced counselor involved. It's impor-
tant to remember that leaders are often approached with problems or they may spot problems. You have to
help —you can't just let them suffer.

Old Dock Elementary School W WTP
Columbus County
The division has reviewed your request dated March 23, 2015 for a modification to Old Dock
Elementary School WWTP's monitoring requirement for Temperature from Daily monitoring to Weekly
monitoring. This request was made based on the monitoring requirements in Acme Delco Elementary
(NC0043796), and Acme Delco Middle School (NC0043788) having Weekly monitoring.
Upon review of each of the referenced permits it was found that the Temperature monitoring
requirement for Acme Delco Elementary and Acme Delco Middle School permits are incorrect and should
also be Daily and not Weekly. These permits are Water Quality limited and require Daily monitoring
regardless of classification.
The request for modification of the Temperature monitoring is therefore denied. Please note, that the
Temperature monitoring frequency for Acme Delco Elementary and Acme Delco Middle School will be
corrected during there next permit renewal.
This permit modification is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).

John - I pulled these permit files and reviewed them. Their request can't be approved because they are Water
Quality limited. Their classification doesn't matter (all classifications have a Daily requirement).
The other two permits don't have Daily.... but should. They were issued by a different permit writer and it
wasn't caught during renewal.
I'll draft a response to them citing the rule and explaining that the other two permits are incorrect but will
be corrected at the next renewal (2019).

Mr. Hennessy - This letter is in reference to the Old Dock Elementary School Waste Water Treatment facility
Permit #NC0043745.We are required to take the temperature 5 times per week at this facility as opposed to 1
time per week at our other 2 systems at Acme Delco Elementary permit #NC0043796 and Acme Delco Middle
permit #NC0043788. All 3 systems are WW1 facilities. We are in the process of starting our EDMR reporting
and have found this may cause some discrepancies in our reports. If this could be changed to once per week it
would help tremendously. My operator also serves as our plumber for the entire schools system. I have
spoken with Mr. Dean Hunkele in Wilmington about this. Mr. Hunkele said this should be ok but to send a
formal request to you. I would appreciate any help you can give our school system on this matter.
