Box 192 Boone, NC 28607 SUBJECT: 2022 Annual Report Review Town of Boone, High Country Drying Facility Permit No. WQ0013263 Watauga County Dear Ms. Davis: On June 6, 2023, Division of Water Resources staff Caitlin Caudle completed a review of the 2022 Annual Report. This review mostly reflected compliance with the subject permit. The following item of concern was noted: A. The Annual Residual Sampling Summary Form reports the percent total solids in Quarter 3 as 89.8%, and the laboratory analysis for biosolids sampled on July 28, 2022, reports percent total solids as 89.8%. The Drier Log shows that the percent dried material was 89.67% on August 29, 2022. The Process to Further Reduce Pathogens selected on the Annual Pathogen and Vector Reduction Form for Quarter 3 was heat drying. Per 15NCAC 02T .1106(a)(3)(F), biological residuals shall be dried by direct or indirect contact with hot gases to reduce the moisture content of the biological residuals to 10 percent or lower. Moving forward, if residuals do not meet the minimum pathogen and vector reduction requirements they must not be distributed. Biosolids can also be resampled if laboratory data does not correspond with facility operational data. B. The geometric mean value Staff calculated for fecal data does not correspond with geometric mean value reported. Please ensure that the geometric mean is calculated correctly moving forward. TCLP was completed on 4/21/2022. • pH was out of hold time for every quarter based on the qualifiers on each laboratory analysis. • Distribution occurred in February, March, April, May, June, September, and October. Biosolids were applied on pasture, hay, and turf.
